US agents seize 90 biodiesel shipments bound for a sanctioned Cuban fuel firm, Havana calls it piracy, and the grid runs 1,320 MW short of demand.

US sanctions enforcement and the fuel seizures

Homeland Security Investigations offices in Miami and Houston, working with Customs and Border Protection and the Commerce Department’s Bureau of Industry and Security, seized 90 biodiesel shipments worth more than $2.8 million that were being exported unlawfully to Cuba, the agencies announced on October 7.[5] The shipments were bound for ENETEC S.A., an entity the agencies said the Cuban government used to receive fuel illegally exported from the United States.[6] At Port Everglades, 71 shipments holding about 496,000 gallons were seized, while 19 more holding about 119,000 gallons are being detained at the Port of Houston.[7] Customs officers first identified the shipments in early September through intelligence and trade-data analysis.[8] The seizures rest on suspected violations of federal export laws, including the International Emergency Economic Powers Act and the Export Administration Regulations, and the investigation continues.[9]

At a press conference in Miami, officials declined to name the exporter or exporters and said they would do so “when possible.”[10] The HSI special agent in charge in Miami said ENETEC is “in some way” related to the earlier Coast Guard interdictions of the vessels Jaira Provider and Grace.[11] ENETEC is a state-owned wholesale fuel company in Havana that the Treasury’s Office of Foreign Assets Control sanctioned in July.[12]

Havana’s response

Deputy Foreign Minister Carlos Fernández de Cossío said on October 7 that fuel imports by state and private Cuban entities from any country are legal under Cuban and international law.[13] He called it illegal for the United States to intimidate sovereign states and shipping companies with threats of retaliation for exporting fuel to Cuba, and to harass and intercept ships carrying fuel to Cuba in international waters.[14]

The UN Human Rights Council in Geneva adopted a Cuban-sponsored resolution that condemns mercenary activity in any country as a violation of the UN Charter.[15] The resolution expresses concern over the growing role of private military and security companies in conflicts, and Cuba’s ambassador, Rodolfo Benítez Verson, called for a binding international convention to regulate them.[16]

Energy and the grid

The national grid ran short of capacity for all 24 hours of October 6, with a maximum shortfall of 1,778 megawatts at 8:50 PM, the state electric utility reported.[17] At 6:00 AM on October 7, available capacity was 1,210 megawatts against demand of 2,550 megawatts, leaving 1,320 megawatts unserved.[18] The utility listed Santa Cruz unit 3, Renté unit 5 and Nuevitas unit 5 under maintenance and Renté units 3 and 6 and Felton unit 2 out of service with breakdowns, with thermal generation limited by 508 megawatts.[19]

Conditions on the island and the leadership’s message

President Miguel Díaz-Canel hosted the second edition of his radio program Criterio Compartido on October 7, saying water supply, electricity and sanitation were the main concerns raised by callers.[20] He said the government is working on a project to install solar photovoltaic systems in all bank branches because grid instability has disrupted the shift to electronic banking.[21] The program received 56 calls, and Díaz-Canel acknowledged the shortage of medicines, blaming a lack of hard currency and the tightened US embargo.[22] Year-on-year inflation reached 25.19% in August 2026, with food prices up more than 36%.[23]

The government of Spain’s Canary Islands told its regional parliament on October 7 that it has been unable to send food or medicine to Cuba for more than a month.[24] Cuban doctors are returning to Jamaica on individual contracts, with 200 now in the public health service, seven months after Kingston ended its agreement with Havana under US pressure.[25]

Statements by Military Leaders

US Southern Command issued no new statement on Cuba in the window, and its newest press release remained the October 4 lethal kinetic strike release.[26] HSI Miami Special Agent in Charge Jose Figueroa said, “Working with our federal partners, we will continue to identify, disrupt and investigate efforts to evade U.S. sanctions, protect the integrity of U.S. export controls and deny the Cuban government access to resources obtained in violation of U.S. law.”[27] Jeremy Shein, the Bureau of Industry and Security’s special agent in charge in Miami, said, “The Bureau of Industry and Security is aggressively enforcing our export control laws, including with respect to Cuba, and this will continue.”[28] Fernández de Cossío said it is “illegal, immoral and criminal to subject an entire people to economic asphyxiation as collective punishment for political ends.”[29]

What to Watch (Assessment)

The naming of US exporters, or criminal charges in the biodiesel case, would signal whether Washington intends to prosecute the supply chain rather than only seize cargo.[30] Expect Havana to keep facing evening shortfalls of well over 1,000 megawatts while fuel imports are squeezed, with a risk of further grid collapses.[31] Watch whether Southern Command resumes public strike announcements in the Caribbean after four days without a new release.[32]
