Iran and the Strait of Hormuz

The United Kingdom Maritime Trade Operations centre said on Monday that a tanker transiting the Strait of Hormuz was hailed by Iran’s Islamic Revolutionary Guard Corps and told to turn back or risk being targeted.[6] UKMTO said the incident occurred 11 nautical miles north of Khasab, Oman.[7] The advisory said the tanker was inbound through the strait when it was hailed.[8] The vessel’s master confirmed that the tanker complied with the instruction.[9] UKMTO said authorities were investigating and advised vessels in the area to exercise caution.[10]

UKMTO also reported that a crude oil tanker was hit by an unknown projectile about four nautical miles east of Oman on Saturday.[11] A second tanker was reported as similarly struck on Sunday in the Strait of Hormuz, with damage to its engine room.[12] Iranian Parliament Speaker Mohammad Bagher Ghalibaf said on Sunday that the strait will not open until Iran’s seven conditions based on the Islamabad Memorandum are met.[13] Ghalibaf added that Iran will not regulate its national security with tweets from American officials.[14] Foreign Minister Abbas Araghchi said Iran presented an initiative at the UN General Assembly that, if accepted and implemented, is intended to reopen the strait within seven days or restore enough security for shipping.[15] No public roadmap yet sets out the seven days’ sequencing, verification, sanctions treatment or what would formally count as reopening the strait.[16] Oil Minister Mohsen Paknejad resigned and Hamid Bovard was appointed acting minister.[17]

Houthi forces advanced eastward, likely from Bani Omar, and captured al Safiyah and al Mansora in Taiz Governorate before taking the strategically vital town of al Turbah on October 4.[21] Yemeni sources told Emirati media that Houthi forces entered al Turbah after the government-aligned commander of the area fled to Aden.[22] Al Turbah sits at the junction of the two main roads linking front-line positions in Taiz Governorate to Aden, the government’s interim capital.[23] Control of al Turbah will likely severely constrain government-aligned forces’ ability to reinforce and resupply positions across Taiz Governorate, including Taiz City.[24] Presidential Leadership Council Chairman Rashad al-Alimi announced a counteroffensive on October 4 to retake Houthi-controlled territory across Yemen.[25] Al-Alimi said he had instructed the armed forces, security forces and all military formations to begin their assigned tasks under an approved plan until the country is liberated from the Houthis.[26] As of its 2:00 PM ET data cutoff on October 4, the joint update had not observed any offensive operations by the Yemeni government.[27]

On Monday, Yemeni government forces said they were launching a strategic offensive on the capital, Sanaa, which the Houthis have held since 2014.[28] Earlier on Monday, government forces said they had regained control of the Dhubab district on the west coast near the Bab al-Mandeb strait.[29] The Houthis denied that announcement.[30] Government army spokesman Majed Abdullah al-Nuzaili said 1,747 Houthi fighters had been neutralized in 1,122 military operations in Saada, al-Jawf and Taiz and along the western coast.[31] Al-Nuzaili said the attacks used warplanes, drones, artillery, missiles and snipers and destroyed or disabled 364 military and logistical vehicles.[32] A military source said government forces attacked Houthi positions on the Raghwan front north of Marib while air raids hit positions near Mount Helan and an arms depot northwest of Marib.[33] Foreign Minister Afrah al-Zouba called on brothers, friends and the international community to support Yemen against the Houthis.[34] More than 70 people were reportedly killed in fighting around Taiz over the past day.[35]

Early on Sunday the Saudi-led coalition said its forces carried out 97 precise targeting operations against Houthi reinforcements on the Tor al-Baha front and the Taiz axis.[36] Houthi military spokesman Yahya Saree said on Saturday that the group carried out a military operation with ballistic missiles and drones against Aramco in Riyadh.[37] Saree claimed the strikes were precise and direct and led to fires at the site.[38] A large plume of smoke and fire was seen rising near an Aramco facility in Riyadh on Saturday.[39] Later on Saturday, coalition spokesman Turki al-Maliki said in remarks carried by Saudi media that the Houthi claims of targeting Riyadh were misleading.[40] On Sunday Saree said the group had carried out two operations against Aramco sites in Riyadh and the Khurais area and that both had successfully achieved their objectives.[41] Saree said the operations answered what he called 50 Saudi airstrikes and missile attacks over the previous 12 hours on Sanaa and five other provinces.[42] There was no immediate comment from Saudi authorities or Aramco on the Sunday claim.[43] A joint update said an independent geospatial analyst reported a fire near a pumping station in Khurais along the East-West pipeline on October 4.[44] The same update said it was unclear whether Houthi projectiles struck the Riyadh facility again on October 4 after the October 3 fire.[45] Coalition spokesman Major General Turki al-Maliki said Saudi Arabia and its allies would continue supporting Yemen until state institutions were restored and the Houthi threat to shipping in the southern Red Sea and Bab al-Mandeb was ended.[46]

Israel and Gaza

Medical sources said three Palestinians, including a woman, were injured on Monday in fresh Israeli attacks in Gaza amid a ceasefire in effect since October 10, 2025.[47] Two Palestinians were wounded in an Israeli drone strike targeting pedestrians north of the Hamad area northwest of Khan Younis.[48] A Palestinian woman was injured by Israeli gunfire in the Al-Shamaa area of Al-Zeitoun east of Gaza City.[49] Israeli artillery shelled Bani Suheila east of Khan Younis, and a helicopter opened fire in the vicinity.[50] Israeli military vehicles opened heavy fire toward homes southeast of Deir al-Balah and east of the Bureij refugee camp.[51] Israeli forces carried out large-scale demolitions of evacuated homes and buildings east of Al-Tuffah northeast of Gaza City, and witnesses heard at least two large explosions early Monday.[52] Israeli warships also opened fire and shelled the Gaza City coastline, according to witnesses.[53] Gaza’s Health Ministry said the Israeli army has killed 1,454 Palestinians and injured 5,090 others since the ceasefire took effect.[54] On Sunday the ministry said six Palestinians were killed and three others died of wounds from Israeli fire in the previous 24 hours.[55]

Israeli security officials said the IDF currently controls about 64 percent of the Gaza Strip, with two divisions deployed across roughly 30 outposts.[56] Forces are completing an anti-vehicle barrier of a wide trench and an earthen embankment east of the Yellow Line, with drilling at regular intervals to check for tunnels into Israel.[57] A senior security official said defense no longer begins at the border fence but inside Gaza.[58] Security officials said about 70 militants, including three brigade commanders, were killed over the past month in targeted strikes.[59] About 600 trucks enter Gaza each day with Israeli approval, and officials said there is currently no effective way to stop Hamas from profiting after the goods cross.[60] The IDF and Israel Security Agency said they killed Ibrahim Mustafa Suleiman Abu Oweimer, a Hamas Nukhba commander who entered Israel on October 7, 2023, in an airstrike in Nuseirat on Friday.[61] The joint statement said Abu Oweimer had recently advanced attacks against IDF troops and Israeli civilians and had worked to restore Hamas’s operational capabilities, which it called a systematic ceasefire violation.[62] On Monday the military said Duvdevan commandos arrested two suspects in Nablus’s Kasbah on Sunday who were accused of trafficking weapons for attacks against Israeli civilians and security personnel.[63]

The Coordinator of Government Activities in the Territories said Israel will impose a general closure on the West Bank and close crossings into Gaza on October 5 and October 7 for October 7 commemorations.[64] West Bank passage on those days is limited to humanitarian, medical and other exceptional cases approved by the coordinator, including essential health workers and Seam Zone cases.[65] Gaza crossings will be closed on both days and no new humanitarian aid will enter, though aid already transferred through Kerem Shalom will continue to be collected on the Gazan side.[66] The coordinator said the two-day measures are not expected to change the overall humanitarian situation in Gaza.[67]

Lebanon

The 55th Reserve Paratroopers Brigade completed an 80-day mission along the Yellow Line in southern Lebanon, where the sector extends up to 12 kilometers from the border.[68] During the mission the brigade focused on forward and offensive defense and on clearing pockets including Majdal Zoun and al-Mansouri.[69] Security officials said almost every house in the cleared villages held unusually large weapons stockpiles, sometimes enough to equip a platoon.[70] About 10 militants were killed when Hezbollah tried to cross the Yellow Line into the IDF zone, using tanks, the air force and drones.[71] Forces from the Bislamach Brigade and the Gefen Battalion are replacing the 55th Brigade and improving positions that overlook areas farther inside Lebanon.[72] Israeli security officials said troops would spend the winter in protected compounds inside villages that were fitted over the summer with generators, air conditioning and sanitary facilities.[73] Southern Lebanese security sources put the number of fixed Israeli positions established since May at 17.[74] Israeli forces are expanding their fire zone toward a second line of villages bordering the Yellow Line, with the aim of turning them into depopulated, hazardous areas.[75] Strikes have reached Wadi Zibqin in the western sector and the vicinity of Mayfadoun in the east.[76] Lebanon’s National News Agency reported an Israeli airstrike on Kfar Tibnit after artillery shelling between Arnoun and Kfar Tibnit.[77] Israeli artillery also struck near the public school in Mayfadoun and Dawhat Kfar Roummane, as well as the outskirts of Haris and Haddatha.[78] In the western sector, Israeli artillery intermittently shelled Mansouri from Bayyada and Tayr Harfa, with fire extending to Wadi Hassan near Majdal Zoun.[79] Israeli forces carried out a powerful explosion in Mansouri that was heard as far as Mount Lebanon, after another blast near Baraachit.[80] The Israeli military said Sunday that a soldier was seriously wounded and an officer moderately injured on Friday in Majdal Zoun after a grenade was improperly thrown.[81] Eight other Israeli soldiers were injured Friday in a separate vehicle collision in southern Lebanon.[82]

Statements by Military Leaders

Al-Alimi said on Sunday that he was announcing the start of military operations to retake the remaining territory of the republic and extend state authority across the national territory.[83] Al-Nuzaili said Monday’s government operations in Saada, al-Jawf, Taiz and the western coast neutralized 1,747 Houthi fighters in 1,122 operations.[84] Coalition forces said early Sunday they carried out 97 precise targeting operations on the Tor al-Baha and Taiz axes.[85] Saree said Saturday’s Riyadh operation used ballistic missiles and drones and caused fires.[86] Al-Maliki called the Houthi claim of targeting Riyadh misleading.[87] On Sunday Saree claimed two successful operations against Aramco in Riyadh and Khurais.[88] Al-Maliki said Saudi Arabia has an inherent right to defend its sovereignty and take military measures to deter Houthi offensives.[89]

The IDF and Shin Bet said Abu Oweimer had worked to restore Hamas’s operational capabilities in a systematic violation of the ceasefire.[90] A senior Israeli security official said that if Hamas tries anything, it will encounter IDF forces at the front.[91] The same official said Israel has stable and very strong control inside Gaza.[92] Officials said they will kill operatives one by one and wait for moments of very low collateral damage.[93] A senior official said demilitarization is nonnegotiable and that he is skeptical Hamas will truly give up its weapons.[94]

Ghalibaf said the Strait of Hormuz will not open until Iran’s seven conditions based on the Islamabad Memorandum are met.[95] Araghchi framed the seven-day Hormuz initiative by saying Iran is as serious about diplomacy as about defending itself and that a renewed US military path would bring a harsher Iranian response.[96]

What to Watch (Assessment)

Whether government forces can hold Dhubab and open a real offensive toward Sanaa, rather than announcement-level claims the Houthis deny, is the near-term test of the October 4 counteroffensive.[97] Any further Houthi push from al Turbah toward Taiz City itself would show whether the road seizure is a temporary disruption or the start of an attempt to isolate the city.[98] Independent evidence of damage at Khurais, and any Aramco or Saudi admission or denial beyond the coalition’s ‘misleading’ line on Riyadh, will clarify the Saudi energy front.[99] Further IRGC turn-back orders or projectile strikes in the strait will show whether Iran is shifting from attacks to traffic control as its main tool.[100] Any published roadmap for Araghchi’s seven-day Hormuz plan is the next diplomatic indicator.[101] Whether the trench-and-embankment work east of Gaza’s Yellow Line is completed, and whether Monday’s fire rate continues through the October 7 commemorations, will mark the ceasefire’s next stress test.[102] The handoff from the 55th Brigade to replacement units, and any Hezbollah attempt to re-infiltrate the Yellow Line, will show whether Israel’s winter posture in Lebanon holds.[103]
