Trade Imbalances

China’s exports rose 36.3% from a year earlier in September, the fastest pace since February, while imports grew 31.0%, customs data released on October 14 showed.[45] That left a monthly surplus of $133.53 billion, including $34.01 billion with the United States, a 20-month high, and $34.8 billion with the European Union.[46] The nine-month surplus reached $938.11 billion, against a record $1.189 trillion for all of 2025, so China is on course to pass $1 trillion again unless exports slow sharply.[47] Vice customs minister Wang Jun said geopolitical conflicts could affect trade but that the fourth quarter has a foundation for continued growth.[48] Semiconductor exports rose 108.1% in value in January-September, and car exports grew by more than half.[49]

The US numbers point the other way.[50] Census data, dated context, put the US goods deficit with China at $109.6 billion for January-August, against $202.7 billion for all of 2025.[51] China’s customs office and the Census Bureau value and time shipments differently, so the two balances sit side by side here, unreconciled.[52] In China’s own figures the driver is exports outgrowing imports, so each month adds to the cumulative surplus.[53] The September US release, due November 4, is the next test.[54]

Critical Resources and Supply Chains

The window’s main mineral move came in Beijing, where Xi Jinping told Botswana’s President Duma Boko on October 13 that China will steer mining cooperation with Africa toward “industrial value-added” work, in our translation.[55] Xi listed four principles: Africa’s resources belong to Africa; mutual benefit; high-quality development; and a fair, open environment in which those resources “should not become a tool of geopolitical struggle.”[56] He urged Botswana to use China’s zero tariffs for African countries with diplomatic ties, and the leaders witnessed the signing of documents including one on green minerals.[57] The readout gives no tonnages, projects or investment values, so this report does not estimate supply effects.[58]

On the US side, the White House used the President’s October 13 trip to list Alaska’s mineral access projects.[59] Its fact sheet cites the October 2025 approval of the Ambler Road Project, which reaches deposits of copper, cobalt, gallium and germanium, and $150 million in Defense Production Act funding this month for a power line it says will lower energy costs for 75% of Alaskans.[60] Those are access and power steps, and the fact sheet gives no production start date.[61] The contrast is time: Beijing is signing mineral and tariff documents with producers now, while the US projects named in the window are years from output.[62]

Deals, Treaties and Agreements

The largest deal claim came at a Republican rally in Wasilla, Alaska, on the evening of October 13, where the President said Taiwan has agreed to buy 30% of the gas from the state’s pipeline project.[63] Commerce Secretary Howard Lutnick told the rally that Taiwan has committed $4.4 billion to the pipeline’s development.[64] Taiwan’s economy ministry had no immediate comment, and Premier Cho Jung-tai said only that every government works to keep energy supply stable.[65] The project has buyers for 13 million tonnes a year against capacity of up to 20 million and still needs binding deals to secure financing.[66] The trip’s fact sheet says a $200 billion South Korean energy investment announced in September includes $54 billion for the pipeline.[67] Seoul has said that commitment is not yet final.[68]

In North America, Commerce’s definition of “U.S. content” for metal tariffs on USMCA-qualifying goods took effect on October 14.[69] The trade representative invoked the USMCA labour mechanism on October 13 against Carolina Performance Fabrics, an automotive-textile plant in Guanajuato, and suspended liquidation of entries of its goods, giving Mexico 10 days to agree to a review.[70] A USMCA panel on October 8 affirmed in part and remanded in part Commerce’s countervailing-duty review of Canadian softwood lumber for 2017-2018, a notice published October 14 says.[71] No US or Chinese government document opened confirms the January 10, 2027 truce end date that Secretary Bessent announced on September 23.[72] The export-control suspension behind the truce therefore still ends on November 9, 2026 under its published rule.[73]

Policy Economics

The October 14 Federal Register carried the window’s US trade-remedy actions.[74] The International Trade Commission found a reasonable indication that imports of linear hydraulic cylinders from Canada, China, India, Mexico and South Korea injure US producers, sending the cases to a final phase.[75] Nine US producers filed the petitions on July 29, alleging dumping by all five suppliers and subsidies in China, India and Mexico.[76] The commission also found that ending duty orders on Chinese non-refillable steel cylinders would likely bring back injury.[77] Commerce continued its orders on Chinese boltless steel shelving.[78] In the final review of Japanese hot-rolled steel for October 2023 to September 2024, Commerce set a 13.96% margin for Nippon Steel and 0.00% for Tokyo Steel.[79]

Sanctions moved through publication and enforcement.[80] The Treasury’s sanctions office published its October 8 Iran petroleum-sector designations, an action the Treasury said hit 17 shadow-fleet vessels carrying Iranian oil to South and East Asia.[81] On October 13 it announced an $11.66 million settlement with Bank of America over 475 apparent violations of sanctions on Russia, Belarus, Iran and other targets.[82] FinCEN separately assessed a $1.2 billion penalty, citing late reporting of suspicious transactions that included potential trade-based money laundering tied to the southwest border.[83] The mechanism is cost rather than revenue: remedies and sanctions raise prices and compliance bills for importers and banks without new legislation.[84]

Trade Bloc Competition and Business

Europe’s response to China’s surplus is widening.[85] Germany will press the EU for safeguard quotas on more Chinese goods, including chemicals, mechanical engineering and possibly pharmaceuticals, modelled on the hybrid-car cap, people familiar with the matter said on October 14.[86] Britain is not following, as Business Secretary Jonathan Reynolds said in India that the government will not put tariffs on Chinese vehicles because of pressure from Brussels.[87] He said the UK has no major Chinese carmaker and so is no “back door” to the single market, ahead of a UK-EU summit on November 20.[88] The Commission held its third trade dialogue with Türkiye, its fifth-largest trade partner, on October 13, and the meeting featured an announcement on removing the TAREKS import-control barrier.[89]

Beijing answered with a buyers’ fair.[90] Premier Li Qiang opened the 140th Canton Fair in Guangzhou on October 14, saying China will import more quality goods, “especially high value-added products,” and hopes more countries will “lift restrictions,” in our translation.[91] More than 30,000 companies are exhibiting to about 340,000 overseas buyers, the official account said, and WTO Director-General Ngozi Okonjo-Iweala sent a video message urging WTO reform.[92] Earlier that day Li urged foreign firms to become investment and supply-chain partners and promised wider market access.[93] The mechanism is market diversion: as quotas spread in Europe, a fair that brings buyers to Chinese suppliers keeps volumes moving elsewhere.[94]

Domestic Affairs

United States

The President’s Alaska trip tied trade to the mid-term campaign, with the Taiwan gas claim made in a speech backing Senator Dan Sullivan and other Republicans.[95] The White House presented tax cuts, energy leasing and mineral access as the trip’s economic record.[96] No new tariff proclamation, export-control rule or USTR tariff action appeared on the White House, USTR, Treasury or Federal Register lists checked on the morning of October 14.[97]

China

Xi’s letter marking the fair’s 70th year called it an effective platform for “high-level opening up,” in our translation.[98] Exports are still carrying growth while domestic demand and investment stay subdued, the wire account of the customs data says.[99]

Assessment

Assessment: the US side of the window ran on enforcement and campaign claims rather than new trade law, since every US item opened was a remedy case, a sanctions step or a rally statement.[100] Assessment: Beijing is presenting record exports as openness, which makes new EU caps harder for it to accept without counter-measures.[101]

Statements by Government Officials on Trade

United States statements come first; statements by other governments are secondary and labeled. Quotes are verbatim and attributed.

United States

  • Treasury Secretary Scott Bessent said on October 13: “When a bank of this size fails to meet its anti-money laundering and sanctions obligations, the consequences extend far beyond its own walls.”[102]
  • The White House said on October 13: “President Trump is reversing years of restrictions, unlocking responsible development of Alaska’s oil, gas, and critical minerals.”[103]
  • The trade representative’s office said on October 13 that its labour committee found “sufficient, credible evidence of a denial of rights” at the Guanajuato plant.[104]

Other governments (secondary)

  • Premier Li Qiang said on October 14 that “market connectivity is not a tool for games, but an effective measure to create increments,” in our translation.[105]
  • UK Business Secretary Jonathan Reynolds said trade-defence decisions are “based on the UK interest – it’s not based on any other country asking for that.”[106]

What to Watch (Assessment)

  • EU leaders meet on October 15-16 and could endorse the hybrid quota or open the wider quotas Germany is reported to want.[107]
  • Mexico’s 10-day deadline to accept the Carolina Performance Fabrics labour review runs to about October 23.[108]
  • Watch for written Taiwanese confirmation of the gas offtake and investment.[109]
  • Commerce’s preliminary duty rates in the hydraulic-cylinder cases will show how hard the remedy hits Canadian and Mexican suppliers.[110]
  • Watch for a BIS notice moving the Affiliates Rule date from November 9; none appeared on October 14.[111]

Trade War lenses

Analysis

Seven Trade Lenses, each rated for US advantage (1 clear disadvantage, 5 clear advantage) only where the evidence supports it. Trend is against the October 13 Trade War Update, and daily context sits on the War Room dashboard.

Deals & Agreements

The Taiwan gas pledge is a purchase promise made at a campaign rally, not a published contract, so it names a buyer for the Alaska project without settling price or term.[1] The mechanism is offtake financing, since lenders need binding purchase agreements, so US energy sales that would offset part of Taiwan’s surplus depend on pledges becoming contracts.[2] The limit is that Taiwan has not confirmed the terms and Seoul calls its own pipeline commitment unsettled.[3]

Score 3/5Evidence confidence: LowTrend: Stable

Imbalances & Impact

China’s September surplus of $133.53 billion shows export growth outrunning import growth by about five percentage points, by our arithmetic, so the gap widens while both flows rise.[4] For US interests, China’s count of its surplus with the United States hit a 20-month high while the Census deficit fell through August, two datasets this report does not blend.[5] The data do not show whether chip demand or shipments pulled forward before the EU hybrid quota drove the jump.[6]

Score 2/5Evidence confidence: MediumTrend: Worsening

Chokepoints & Dependencies

Beijing’s offer of value-added mining cooperation and zero tariffs to Botswana courts an African producer while US rare-earth imports still come 71% from China.[7] Processing is the choke, because refiners decide who gets metals and magnets, and the Alaska deposits the White House lists still wait on road access.[8] For US interests the gallium gap is total, at 100% net import reliance, and no document in the window gives a substitution date.[9]

Score 2/5Evidence confidence: MediumTrend: Stable

Negotiating Power

Assessed: Beijing’s hand firmed, because a $34.8 billion September surplus with the EU came with public offers to import more, letting it answer quota demands with purchase pledges.[10] Washington’s leverage showed through enforcement, with duty findings, sanctions publications and a USMCA labour case inside the window.[11] For US interests, the January 10, 2027 truce date rests only on Secretary Bessent’s statement, while the published export-control suspension still ends November 9.[12]

Score 3/5Evidence confidence: MediumTrend: Stable

Policy & Economics

US policy moved through the remedy system, where a preliminary injury finding on hydraulic cylinders reaches five suppliers, two of them USMCA partners.[13] Each order prices one product from named suppliers, so the effect builds product by product and orders can run for years, as the shelving continuation shows.[14] For US interests, the 13.96% final margin on Nippon Steel shows remedies hit allies too, though no notice states the trade value covered.[15]

Score 3/5Evidence confidence: HighTrend: Stable

Bloc Competition

Europe is splitting on China, with Germany reported to want quotas beyond hybrids while Britain says it sets its own tariffs, so EU leverage depends on its nearest partner.[16] The EU’s customs union with Türkiye, worth €217.6 billion of two-way trade in 2025, gives Brussels a nearby production base outside the China question.[17] For US interests, a fractured Europe makes a common Western line on overcapacity harder, and the German position is sourced only to people familiar with it.[18]

Score 3/5Evidence confidence: LowTrend: Worsening

Business & Markets

More than 30,000 exhibitors at the Canton Fair give Chinese firms a channel to new buyers as US and EU barriers rise.[19] For US interests, Bank of America’s settlement shows sanctions compliance costs falling on US banks that process cross-border payments, not only on foreign exporters.[20] The counterpoint is that OFAC called the violations non-egregious, so the case signals enforcement intensity rather than a new rule.[21]

Score 3/5Evidence confidence: MediumTrend: Stable
