South Korea tests its first hypersonic weapon, Manila approves a visiting forces pact with France, and EU lawmakers push back on China over Taiwan.

Taiwan Strait

Taiwan’s Ministry of National Defense detected three PLA aircraft sorties, six PLA Navy ships and one official ship around Taiwan in the 24 hours to 6:00 AM on October 8, local time.[5] One of the three sorties entered Taiwan’s southwestern air defense identification zone, the ministry said.[6]

The European Parliament adopted a recommendation on EU-China political relations on October 7 that rejects China’s attempts to coerce international organizations and third countries into restricting Taiwan’s international participation.[7] The text calls for closer security coordination with democratic partners in the region, including a continuous naval presence and joint exercises, and opposes what it calls China’s distortion of UN Resolution 2758.[8] Former President Tsai Ing-wen told a technology and national security conference in California on October 7 that Chinese military aircraft, ships and coast guard vessels operate regularly around Taiwan, while cyberattacks, cognitive warfare and economic coercion have become almost daily.[9] Tsai said Taiwanese companies make nearly all of the advanced accelerators used in US artificial intelligence systems and about 90% of the servers built around them.[10]

South China Sea and the Philippines

The Philippine Senate approved Senate Resolution No. 650 on third reading with 17 votes, concurring in the ratification of a Status of Visiting Forces Agreement with France.[11] It is the Philippines’ first such agreement with a European country, and it covers joint military exercises, intelligence sharing and humanitarian relief operations.[12] The defense department noted that France is a party to the UN Convention on the Law of the Sea and has consistently supported the 2016 arbitral award that ruled against China’s claims in the West Philippine Sea.[13]

China, Japan and Europe

President Trump urged Xi Jinping at their summit to lift China’s export controls on Japan-bound goods, including rare earths, and to meet Japanese Prime Minister Sanae Takaichi, a Hong Kong newspaper reported, citing people familiar with the talks.[14] Xi was “not particularly receptive,” said the dispute with Tokyo should not affect US-China ties and warned of “the growing risks of Japanese militarism,” according to the same account.[15] Beijing rejected a Japanese request for a Takaichi-Xi meeting at next month’s Asia-Pacific Economic Cooperation summit in Shenzhen and offered a meeting with Premier Li Qiang instead, which Tokyo signaled was unacceptable.[16]

The European Commission’s trade chief, Maroš Šefčovič, is due in Beijing on October 8 for two days of talks with Commerce Minister Wang Wentao aimed at narrowing the EU’s 360 billion euro trade deficit with China.[17] On October 7, the European Parliament voted 454 to 86 for a trade resolution calling for economic reciprocity and a proportionate EU response if China does not open its market.[18]

Korean Peninsula

On October 8, with President Lee Jae Myung in attendance, South Korea flight-tested its first domestically developed hypersonic weapon, which is designed to fly at least five times the speed of sound and evade missile defenses.[19] The weapon separated from its booster at the planned altitude, maneuvered vertically and horizontally and hit a test target, and once developed it is meant to strike key targets by surprise in the “Korean Peninsula theater of operations,” the presidential office said.[20] Lee also inspected the Hyunmoo-5, South Korea’s most powerful ballistic missile, on the same day.[21] North Korea had launched what it called a hypersonic intermediate-range missile on October 3, which South Korea tracked for more than 700 kilometers and Japan assessed flew about 680 kilometers.[22]

Seoul is recalling its ambassador to Ukraine amid a dispute over the disclosure of North Korean prisoners of war, and the Foreign Ministry did not say when the envoy would return.[23] A US cybersecurity firm reported on October 7 that a likely Chinese-speaking, financially motivated hacker used AI-powered tools to breach several South Korean financial institutions between late September and early October.[24]

Pacific Islands and Southeast Asia

The State Department on October 7 publicly designated Zhao Fugang, director of the Overseas Chinese Service Center in Fiji, for significant corruption on behalf of China-based actors, making him and his immediate family generally ineligible to enter the United States.[25] The department said Zhao paid bribes to Fijian citizens to advance China-based government, business and criminal interests, harming US interests in Fiji.[26]

Myanmar’s president, Min Aung Hlaing, met Malaysian Prime Minister Anwar Ibrahim in Kuala Lumpur on October 8 on his first visit to Malaysia since taking office in April.[27] Anwar said 10,493 Myanmar citizens have been returned from Malaysia this year, and Min Aung Hlaing promised to send a naval vessel to help with further repatriations.[28] Malaysia has stressed that the invitation does not amount to diplomatic recognition of Myanmar’s government, which remains barred from top-level meetings of the Association of Southeast Asian Nations.[29]

Statements by Military Leaders

Taiwan’s Ministry of National Defense said its armed forces monitored the PLA activity and responded with combat air patrol aircraft, Navy ships and coastal missile systems.[30] President Lee Jae Myung, as commander-in-chief, said at the test that South Korea “must secure our security through our own strength.”[31] The Philippine Department of National Defense said, “We look forward to the entry into force of the SOVFA with France and to further strengthening our defense partnership for the benefit of our peoples and the Indo-Pacific region.”[32]

What to Watch (Assessment)

North Korea has not yet responded to the South’s hypersonic test, and a new launch or statement from Pyongyang in the coming days would fit its pattern of answering Seoul’s weapons milestones.[33] The outcome of the Šefčovič-Wang talks will show whether the EU’s tougher posture on trade carries over into its security language on Taiwan.[34] Watch for Philippine ratification steps that bring the France agreement into force, and for Chinese reaction to it.[35]
