Horn of Africa
Ethiopian government troops and allied militia entered the strategic city of Adigrat on Saturday, October 10, according to multiple media reports, and three residents confirmed their presence.[42] Verified footage showed government-allied militia members walking through the city.[43] Footage also showed Ethiopian military vehicles entering Adigrat as some residents welcomed the troops.[44] Allied forces also reported capturing Idaga Hamus and Abiy-Adi, while explosions and alleged drone strikes were reported near Adigrat.[45] Residents confirmed the takeover of Idaga Hamus and said government-allied forces controlled Abiy-Adi.[46] Those accounts did not say who held the towns before the advance or whether Eritrean troops took part in the fighting.[47]
Eritrean troops had advanced as far as 60 km (37 miles) into Tigray, Ethiopia told the Security Council on October 9, citing a violation of its sovereignty.[48] Eritrea rejected the claim and called it a pretext for an offensive from Addis Ababa.[49] A US-based conflict monitor reported that Eritrean troops crossed into Ethiopia near Zalambessa and came under Ethiopian drone attack while advancing toward Idaga Hamus.[50] Eritrea had not commented on that report, and the claims of Tigray Peace Force commander Ermiyas Ababu that Eritrean personnel entered Adigrat and Idaga Hamus could not be independently verified.[51] A professor of sociology at Justus-Liebig-University Giessen said the scale of Eritrean involvement, and the allegation that Asmara is orchestrating the rebellion, remain difficult to substantiate independently.[52]
UN Secretary-General António Guterres said in a statement issued on the night of October 9 that he is deeply worried by reports that Eritrean forces are present in Ethiopia.[53] He urged signatories of the 2022 Pretoria Agreement to return to dialogue under its framework.[54] The UN said continued hostilities are displacing people across central, northwestern and eastern Tigray, and verified figures are not yet available.[55] The fighting began on September 23 when a rebel alliance including the TPLF attacked government forces across Tigray, Amhara and Afar, and the rebels withdrew from Mekelle on October 3.[56] A conflict analyst argued that the mountainous terrain could let the TPLF turn its losses into a prolonged insurgency, as it did after federal forces took Mekelle in 2020.[57] Ethiopia is also fighting insurgencies in Amhara and Oromia, which could stretch federal forces across several fronts.[58]
Sudan
The Rapid Support Forces’ drone attack on a camp for displaced people at Abu Shandi, in Blue Nile state, killed 41 people on October 9, according to the rights group Emergency Lawyers.[59] The UN humanitarian office said it was appalled and that initial reports suggested most casualties were women and children.[60] It added that the area had been under sustained attack in recent weeks, displacing thousands of civilians.[61] Earlier, on October 7, four women were killed in drone strikes on Ed Damazin, the state capital, which also damaged a mosque and a technical college.[62] The Blue Nile Civil Society Initiative blamed the RSF and its ally, the Sudan People’s Liberation Movement, for the Ed Damazin attacks.[63] The IOM said more than 5,500 people were displaced from villages in Blue Nile over three days amid deteriorating security.[64]
Emergency Lawyers said on October 11 that jets targeted artisanal gold miners at sites in River Nile state on Saturday, October 10, killing at least 72 civilians, a provisional toll that could rise.[65] Neither the Egyptian government nor the de facto Sudanese authorities had commented.[66] Eyewitnesses cited by a Paris-based outlet said the aircraft fired more than five missiles at the camps around 6:00 AM local time.[67] Egypt has previously faced accusations of deadly strikes on prospectors along its southern border, and Sudan’s de facto leader announced an investigation into earlier alleged strikes in June.[68] No source opened for this update names who flew the aircraft on October 10.[69]
Sudan’s army chief Abdel Fattah al-Burhan said on October 6 that the army will seize “every inch” of RSF-held territory and rejected negotiations.[70] The RSF has been massing in West Kordofan as the army advances toward En Nahud and Al Khuway after gains in North Kordofan.[71] The Security Council adopted Resolution 2830 unanimously on October 8, extending the Darfur sanctions regime to December 11 but failing to agree on the US proposal for a Sudan-wide embargo.[72] Russia’s deputy ambassador said the council would not allow even a hint of broader restrictions, and Sudan’s envoy argued a total embargo conflicts with the right to self-defence.[73]
Sahel and Nigeria
Mali’s army entered Kidal on October 6 after an air and ground campaign backed by Russia’s Africa Corps, and the transitional government said its troops had “consolidated their positions.”[74] The Azawad Liberation Front said it made a “strategic and controlled withdrawal” and, according to the groups that held the city, the army entered without a fight.[75] Malian officials claimed airstrikes from October 4 to 6 killed at least 10 militants, while the FLA claimed to have downed a Malian one-way attack drone and alleged the other strikes hit civilians.[76] A large reinforcement convoy of nearly 300 vehicles reached Anéfis on October 3.[77] Analysts judged that Malian forces will likely push north toward Tinzaouaten, the main rear stronghold on the Algerian border.[78] The same analysts judged that restored Mali-Algeria ties, reinstated in July 2026, helped the offensive.[79]
Mali has been racked by a security crisis since 2012, and the army lost Kidal in April to separatists and al-Qaeda-linked fighters who attacked together and killed the defence minister.[80] A Control Risks analyst said the recapture boosts army morale after several recent setbacks, though it is symbolic and not decisive.[81] No new verified reports on Nigeria, Burkina Faso, Niger or Libya appeared in the sources opened for this edition.[82]
Somalia
The UN humanitarian coordinator for Somalia, George Conway, urged all parties on Thursday to de-escalate in Baidoa, where repeated fighting since August is hitting displaced families hardest.[83] Doctors Without Borders said clashes on September 28 left at least three people dead and 69 wounded at Bay Regional Hospital, and a health worker was killed.[84] The fighting involves federal and South West State forces and fighters loyal to former regional president Abdiaziz Laftagareen.[85] Federal and South West authorities accuse Laftagareen’s forces of cooperating with al-Shabaab, and his group denies it; neither claim has been independently verified.[86] About 26,000 displaced people in Baidoa could face catastrophic hunger between October and December, according to the latest food-security assessment.[87]
In Mogadishu, the intelligence agency said Sharif Sheikh Ahmed’s security detail armed with rifles, machine guns and rocket launchers entered homes in Wadajir district’s Tiintiinley neighborhood.[88] Sharif’s office denied the allegation and said government forces had deployed near his residence, set up roadblocks and abducted some staff.[89] Neither side’s allegations have been independently verified.[90]
DRC, Djibouti and Other Developments
The WHO said in an October 8 update that Alimbongo health zone in North Kivu reported Ebola cases for the first time, with four confirmed cases including two deaths as of October 6.[91] Cases had been reported in 64 health zones across seven provinces, and the WHO counted 8,728 confirmed cases and 4,205 deaths as of October 6.[92] Contact follow-up reached 80.4 percent as of October 4, below the response target of at least 85 percent.[93] There are no approved vaccines or specific treatments for Bundibugyo virus disease, according to the WHO.[94] A Kenyan citizen who traveled from the DRC through Uganda to Nairobi died on October 5, and Kenyan authorities identified 28 contacts.[95] A local radio founder said insecurity and misinformation are undermining the response in Beni and Butembo.[96]
In Djibouti, the IOM said at least 139 people, including 15 children, died and 84 are missing after a boat bound for Yemen capsized near Guhere between the night of October 8 and the early morning of October 9.[97] More than 300 people were on board, and more than 80 survivors, all Ethiopian, were reported.[98] The IOM said it recorded more than 20,000 incoming movements to Djibouti from Ethiopia since September 10.[99] No verified reports on M23 fighting, Mozambique or South Sudan appeared in the sources opened for this edition.[100]
Domestic Affairs
In South Africa, 10 vehicles were torched in Johannesburg and 14 in Durban on October 8 during anti-migrant protests, and three people were arrested in Durban.[101] Government spokesperson William Baloyi said the violence was triggered by deliberately false information about a July Constitutional Court ruling, which he said does not grant refugee status or permanent residence.[102] In Ethiopia, the government is preparing a new temporary administration for Tigray and hopes to hold regional elections within months, according to state media accounts of a statement by former Tigray interim leader Abraham Belay.[103] Months of anti-migrant protests in South Africa have led tens of thousands of people to flee, and some have been repatriated by their governments.[104] Somalia’s president said on October 3 that Mogadishu does not object to Ethiopia securing commercial access through Somali ports, provided it is agreed with Somalia.[105]
War Crimes and Civilian Harm

The Abu Shandi strike is alleged: Emergency Lawyers named the RSF as responsible, and the UN humanitarian office said it was appalled by the reports.[106] The Emergency Lawyers group said the October 10 strikes on gold miners may constitute war crimes, a statement by the group and not a legal finding.[107] The same group said that deliberately targeting civilians in Ed Damazin is a serious violation of international humanitarian law.[108] The Kordofan Observatory said an RSF-affiliated force killed four civilians, including a child, in a village in North Kordofan on the night of October 6, and called for an investigation; the group’s account has not been independently verified.[109] A local charity said the RSF killed 10 civilians in Abu Ajal village in West Kordofan, a claim attributed to a local group and unverified.[110] Amnesty International said on October 1 that Malian troops and Wagner personnel killed at least 34 civilians in seven localities between 2023 and 2025, and that two Malian drone strikes killed at least 23 people, including five children.[111] Amnesty said it shared its findings with Mali’s authorities and received no response, and it called for investigations into possible war crimes; this is a documented NGO finding, not a court ruling.[112] The UN’s Baidoa statement stressed that attacks on medical facilities are prohibited, after a health facility was severely damaged on September 28.[113] There are no verified casualty figures yet from the reported Ethiopian drone strikes near Adigrat.[114]
Statements by Military Leaders
Tigray Peace Force commander Ermiyas Ababu said government and allied forces took Idaga Hamus early Friday and Abiy-Adi on Thursday afternoon.[115]
Sudan’s army chief al-Burhan said on October 6 that the “military option” would continue until the RSF was removed from Sudan.[116]
FLA spokesperson Mohamed Mouloud Ramadan said the withdrawal from Kidal was a “temporary” measure to “protect lives and equipment.”[117]
Mali’s transitional government said in a statement carried by state television that its troops had “consolidated their positions” in Kidal, “supported by their Russian partners.”[118]

Adigrat sits about 30 km from the Eritrean border, and Ethiopian government troops and allied militia were reported entering it on October 10 (see Horn of Africa).[2] Ethiopia says it needs direct Red Sea access, and Eritrea is reported to fear that Addis Ababa intends to seize its port of Assab.[3] In Sudan, the Abu Shandi strike on October 9 hit Blue Nile state, which borders Ethiopia (see Sudan).[4]
Military & Security
Government-allied forces say they took Idaga Hamus and Abiy-Adi in Tigray on October 8 and 9, but accounts did not establish who held the towns before the advance or whether Eritrean troops fought there.[5] A US-based conflict monitor reported that Eritrean troops crossed near Zalambessa and came under Ethiopian drone attack, and Eritrea has not commented on that report.[6] In Mali, the army and its Russian partners entered Kidal on October 6 after a campaign of air and ground attacks, while a risk analyst called the change of control largely symbolic and not decisive.[7]

Egypt, Eritrea, Somalia and Sudan’s army chief signed the el Alamein declaration on October 4, which said Red Sea governance belongs to the coastal states.[8] Analysts judged that Somalia and Eritrea are only tactically aligned with Egypt, and that Somalia has kept cooperating with Ethiopia.[9] In the Security Council, Russia and China opposed a US proposal to widen the Darfur arms embargo to all of Sudan, so the regime was extended only to December 11.[10]
Economic & Industrial Power
Egypt signed port and maritime agreements with Djibouti, Eritrea and Somalia between December 2025 and July 2026, which analysts said undercut Ethiopia’s arguments for access to Assab.[11] Gold sits at the center of the Egypt-Sudan border dispute, and Egypt’s border force said in June that it had seized 86 tonnes of gold ore from illegal mining.[12] In Somalia, about 5.4 million people are projected to face crisis-level hunger or worse in the last three months of 2026, according to the latest food-security assessment.[13]
Technology & Critical Infrastructure
The RSF used a drone to strike a displacement camp at Abu Shandi on October 9, according to Emergency Lawyers.[14] Ed Damazin’s technical college was hit by two drones on October 7, its administration said.[15] Local sources reported seeing Turkish TB2 and Akinci drones during Malian airstrikes in Kidal region from October 4 to 6.[16] The Ebola response in eastern DRC depends on treatment beds, and MSF said that as of September 28, 34 percent of confirmed patients were treated in non-specialised facilities.[17]

Prime Minister Abiy Ahmed said on October 5 that Ethiopia will obtain direct sea access, a position his foreign ministry repeated the same day.[18] In South Africa, the government blamed deliberately false information about a court ruling for anti-migrant violence in Soweto and Durban on October 8.[19] Somalia’s intelligence agency and former president Sharif Sheikh Ahmed are trading unverified accusations over armed incidents in Mogadishu’s Wadajir district.[20]

Ethiopia invoked Article 51 of the UN Charter, but its letter did not specify what measures it is taking.[21] A Bloomsbury Intelligence and Security Institute analyst said the loss of formal diplomatic ties removed the “last formal mechanism for crisis management.”[22] The US bid for a Sudan-wide arms embargo failed in the Security Council on October 8.[23] US envoy Massad Boulos said on October 5 that peace in Sudan should come through a Sudanese-owned and Sudanese-led national dialogue.[24]
