Cuba Security Update — October 11, 2026

Washington’s forced-labour finding

The State Department’s 2026 trafficking report keeps Cuba on Tier 3 and finds a “government policy or pattern” of forced labour in the regime’s labour-export program, including its medical missions.[23] It says about 18,000 regime-affiliated workers were in 52 countries in early 2026 and that the regime keeps between 50 and 95% of their wages.[24] The report also says officials recruit workers through deception and threats, and that workers who leave missions early are labelled “deserters” and barred from returning for eight years.[25]

Foreign Minister Bruno Rodríguez answered on October 10 that the report is “unilateral and mendacious” and part of a “sick persecution” of Cuban medical cooperation.[26] He called it “cynical” that the report openly credits US pressure on governments that receive Cuban doctors.[27] Honduras, Guatemala, Antigua and Barbuda, Dominica, Guyana and Saint Vincent and the Grenadines have ended their agreements, while Calabria in Italy, Uruguay and Jamaica moved to hiring doctors directly.[28]

The mechanism is financial: each government that ends or rewrites a contract stops the state from taking most of the workers’ pay, which cuts Havana’s hard-currency income.[29] Havana’s answer has stayed rhetorical, with no sign in the window of changes to contracts or wage rules that the report asks for.[30]

The grid

The Electric Union said the 220-kilovolt Nuevitas–Tunas line tripped at 12:46 PM on October 10, causing a partial disconnection of the grid in the east.[31] At 6 AM that day, availability was 1,250 megawatts against demand of 2,470, and 1,222 megawatts were already cut for lack of generation.[32] Faults at Felton unit 2 and Antonio Maceo units 3 and 6, plus three units in maintenance, held output down, and distributed generators lacked fuel.[33] Cuba has had eight total grid collapses so far in 2026, and outages in the east were already running more than 20 hours a day.[34]

On the morning of October 11, the Electric Union reported 1,235 megawatts available, 15 fewer than the day before, with a deficit of 1,191 megawatts.[35] Havana’s power company reported 50 circuits and 129 megawatts cut at 6 AM, and one Holguín circuit had been dark for 18 hours and 50 minutes.[36] Police in Old Havana arrested three people on the night of October 9 for making illegal connections to the grid and seized ladders, tools and cable, according to an official social media profile.[37]

State workplaces are improvising, with a Santa Clara store selling stoves that burn sawdust and pine roots, and a bakery in Artemisa switching from diesel to marabú wood.[38] The mechanism is a chain of shortages: too little fuel and too many broken plants leave a fragile transmission network, so one line trip can black out a whole region.[39]

Havana’s foreign ties

President Miguel Díaz-Canel congratulated Kim Jong Un and party members on the 81st anniversary of the Workers’ Party of Korea on October 10.[40] “We reiterate our commitment to developing the historic ties of friendship between both Parties and peoples,” he wrote.[41] Foreign Minister Rodríguez also sent greetings and called for stronger ties of “brotherhood, solidarity, and cooperation”, according to state media.[42] The message came three days after Díaz-Canel greeted Vladimir Putin on his birthday.[43]

Venezuelan economists interviewed by a Caracas broadcaster estimate Cuba’s oil debt to Venezuela at more than $20 billion, built up over 25 years of oil-for-services deals.[44] One former state oil executive put the figure near $25 billion and said secrecy makes an exact count impossible.[45] Shipments fell to about 30,000 barrels a day in 2025 and stopped after January 31, 2026, when a US order imposed tariffs on countries that supply oil to Cuba, according to the same report.[46]

The mechanism is dependence: Cuba traded doctors and services for oil, and with both the oil and many medical contracts gone, it has fewer ways to pay for fuel.[47] Ties with North Korea and Russia offer political backing but have not replaced the lost Venezuelan barrels.[48]

Domestic Affairs

A sign reading “Trump, military intervention now!” appeared on October 10 on the wall of Mayabe cemetery in Holguín, signed by a clandestine group called the Free Commandos of Holguín.[49] A worker from a state company tried and failed to scrape it off, and a university professor in Sancti Spíritus was earlier sentenced to 10 years for anti-government graffiti.[50] The Cuban Conflict Observatory recorded 42 anti-government graffiti in February 2026 and 70 in March.[51]

State media marked the 158th anniversary of the 1868 Grito de Yara with ceremonies on October 10, including one at Santa Ifigenia cemetery in Santiago with military cadets.[52] A rights group counted 1,339 people held or restricted for political reasons as of late August, a figure that includes people under non-custodial limits.[53] Prosecutors in Holguín are seeking eight and ten years for two founders of an independent video project, who have been held since February 6.[54]

A public call for US military action is a sharper message than the “Patria y Vida” and “Down with the dictatorship” slogans painted on the same wall in June 2025.[55] Heavy sentences for graffiti and videos suggest the state is relying on deterrence rather than concessions to contain discontent.[56]

Analysis

Geography

The grid splits along its east-west spine whenever a key 220-kilovolt line trips, leaving the eastern provinces without power the longest.[1] Holguín, in the hard-hit east, is also where the newest anti-government sign appeared, which puts hardship and dissent in the same place.[2]

Military

No US military move toward Cuba was reported in the window, so pressure on Havana is running through sanctions, reports and diplomacy rather than force.[3] The regime’s security posture showed in policing, with arrests for illegal grid hookups rather than any military deployment.[4]

Alliances

Havana’s warm message to Kim Jong Un on the party anniversary keeps Cuba aligned with Washington’s adversaries while it is under heavy US pressure.[5] Fewer countries now host Cuban medical brigades, which shrinks the diplomatic network the program once gave Havana.[6]

Economics

The labour-export program is shrinking, and that cuts one of Havana’s main sources of hard currency.[7] With Venezuelan oil shipments halted since January, Cuba lacks the fuel to close a generation shortfall that leaves about half of demand unmet.[8]

Technology

Solar panels going up at a Villa Clara baseball stadium show improvised power replacing the grid at single sites.[9] Such fixes help individual sites but cannot replace the broken thermoelectric units that carry the national load.[10]

Power

For US interests, a Cuba that cannot keep the lights on is less able to host or help adversaries, though deeper hardship raises the risk of instability close to US shores.[11] The trafficking finding gives Washington a legal basis to press third countries to end medical contracts, extending US leverage without military cost.[12]
