Defense Day drills
On National Defense Day, October 9, Díaz-Canel, as president of the National Defense Council, attended a session of a Havana defense zone council with Armed Forces Minister Álvaro López Miera and Interior Minister Lázaro Alberto Álvarez Casas.[17] The zone’s council briefed them on warnings of “a possible aggression,” shelters and two evacuation drills for elderly people, children and others needing protection.[18] The zone, home to more than 15,000 residents, fields 28 production-and-defense brigades and a territorial militia battalion, state media reported.[19]
Vice President Salvador Valdés Mesa toured another zone in Habana del Este with Prime Minister Manuel Marrero and Army Corps General Roberto Legrá Sotolongo, chief of the General Staff.[20] Valdés Mesa said the defense zone should be active 24 hours a day and called it “the most important structure to face an exceptional situation.”[21]
Havana and Washington
Speaking by video to a party seminar in Mexico City on October 9, Díaz-Canel called the US embargo a “silent genocide” and said no fuel ship had entered Cuban ports in nine months.[22] He cited two US executive orders this year, one declaring Cuba an unusual and extraordinary threat and another enabling secondary sanctions.[23]
US trade data tell a different story for the private sector: US fuel exports to Cuba hit a record $74.8 million in August, led by diesel shipped from Miami and Houston, the US-Cuba Trade and Economic Council reported.[24] Private importers buy that fuel with authorization from both governments, and the state may not use it, at least on paper.[25] Cuba’s official press said Havana runs public transport with just over 100 buses against a minimum need of 3,000.[26]
Energy and health
Havana’s utility reported a 174-megawatt deficit and 68 circuits out at 6 AM on October 10, and no approved national grid figures had been published for the day.[27] Holguín’s utility reported a 125-megawatt deficit at the same hour.[28] Díaz-Canel said Cuba now generates 21.4 percent of its electricity from renewables, with 1,418 megawatts installed in 144 solar parks.[29]
In Las Tunas, the provincial epidemiology director said fumigation against adult mosquitoes had started in only three municipalities because of fuel shortages, as fever cases rose in Puerto Padre, Majibacoa and the provincial capital.[30] She said October and November are historically the hardest months for fevers.[31]
Domestic Affairs
The informal dollar closed October 9 at 775 pesos, against an official Central Bank rate of 698.[32] Prime Minister Marrero called food production a fundamental matter during the Defense Day visits, while officials checked progress on the government’s 176 economic “transformations.”[33] A Havana zone council chair said defense “also passes through” whether water reaches buildings, in a district where about 40 percent of residents are elderly.[34]
Nearly 12,000 Cubans have been deported across Trump’s two terms, including about 8,500 in the second term through August 5, according to estimates cited by a US fact-checker.[35]
Havana is using its wartime defense-zone network to manage water, food and pensions, which suggests the leadership now treats the economic crisis as a security problem.[36]

Díaz-Canel, as president of the National Defense Council, said Cuba’s conviction is that it “will win and will not surrender.”[37] Colonel Ian Fletcher, head of Southern Command’s Autonomous Warfare Command, said of the uncrewed boats in Panama, “The Corsairs are providing additional patrol craft.”[38]
