Russian strikes and the power grid

The death toll from Russia’s October 8 glide-bomb strike on two minibuses in Kramatorsk rose to 33, up from 30 in yesterday’s update, Ukraine’s emergency service said.[16] The Donetsk governor counted 32 dead there, and the one-death gap was not explained.[17] Across Ukraine, Russian attacks killed at least 41 people and injured 67 over the past day, regional authorities said.[18]

A Russian strike on an energy facility serving Kyiv on October 8 cut power to most of the capital and halted the metro.[19] On October 9, the grid operator Ukrenergo replaced scheduled outages with emergency cuts in several regions.[20] Overnight, Russia launched 136 drones, 93 of them jet-powered Shaheds, and air defenses downed or suppressed 114, the General Staff said.[21]

Ukrainian deep strikes in Russia

On October 8, Ukrainian forces struck the Omsk refinery, about 2,500 kilometers from Ukraine, which the General Staff called Russia’s most powerful.[22] Overnight, it said, Ukraine hit two rocket-related sites in Nizhny Novgorod Oblast and the Redkino plant in Tver Oblast, which makes fuel components for Kh-55 and Kh-101 cruise missiles.[23] Zelensky said An-196 RS drones hit the Ukhta refinery in Komi, 1,900 kilometers from the border by his count and about 1,700 by an earlier press estimate.[24]

A drone attack disabled several modules of a Yandex data center in Kaluga Oblast, a day after its Sasovo site was hit, the company said.[25] Russian officials said Ukrainian attacks killed four civilians in the Belgorod and Moscow regions and injured 17 across several regions.[26]

Front lines

On October 8, Russian forces attacked 16 times on the Pokrovsk axis, including toward Dobropillia, 16 times near Huliaipole and 12 times near Kostiantynivka, the General Staff said.[27] The Russian Defense Ministry claimed its Center group kept advancing inside Dobropillia.[28] Zelensky said on October 9 that there were “results in destroying” Russian infiltration in the town.[29]

Diplomacy, aid and NATO

Ukrainian negotiators Rustem Umerov and Kyrylo Budanov meet US envoys Steve Witkoff and Jared Kushner in the United States on October 9 to discuss an energy and Black Sea ceasefire, Zelensky said.[30] Secretary of State Marco Rubio said on October 8 that a settlement is out of reach because Russia insists on all of Donetsk Oblast.[31] The envoys may visit Moscow later in October, one anonymous source told a US outlet.[32]

Zelensky said a 1.2 billion euro EU tranche had arrived and would fund defense, including drones.[33] British Foreign Secretary Ed Miliband announced 54 million pounds ($71 million) for energy repairs, heating and water.[34]

Montenegro detained Mikhail Zvinchuk, founder of the Russian pro-war channel Rybar, on October 9, its prime minister confirmed.[35]

Domestic Affairs

Zelensky accused Kyiv’s city government of an almost complete failure to carry out winter resilience plans.[36] In Moscow, Security Council deputy chairman Dmitry Medvedev said Russia may have to “replenish our exchange pool” with Europeans and Americans to free Zvinchuk.[37]

Zelensky’s open clash with the capital’s leadership suggests the grid campaign is becoming a political test for Kyiv as well as a military one.[38]

Statements by Military Leaders

Zelensky, as commander-in-chief, said of the refinery strikes: “We continue to respond to Russia for its strikes on Ukraine, and we do it accurately.”[39] The Russian Defense Ministry’s daily summary declared, “We are advancing continuously.”[40]
