South China Sea and the Philippines

China Coast Guard vessels delayed the October 8 medical evacuation of a Philippine Navy sailor from BRP Sierra Madre at Second Thomas Shoal, known in Manila as Ayungin, for nearly 10 hours, the Philippine Coast Guard said.[17] Chinese vessel 5306 kept its water cannon running as it closed from about 1.3 nautical miles to 400 yards of the patrol ship BRP Cabra, which was not hit.[18] The Chinese side refused a rendezvous 2.5 nautical miles from the outpost and held BRP Cabra about 13 nautical miles north for hours, the coast guard said.[19] The patient was transferred to a Philippine boat at about 3:15 PM local time and is stable, the coast guard said.[20]

China Coast Guard spokesperson Jiang Lue said Beijing allowed the transfer “out of humanitarian considerations” and accused Manila of misleading the public.[21]

Taiwan Strait

Taiwan’s defense ministry detected two PLA aircraft sorties, five navy ships and two official ships in the 24 hours to 6 AM local time on October 9.[22] A State Department spokesperson called China’s actions east of Taiwan “deeply destabilizing” on October 8, responding to a report that the militia boat Minfudingyu 07902 was spotted more than 30 nautical miles off Hualien in mid-August.[23] Twenty-seven Japanese lawmakers led by Keiji Furuya began a two-day visit for National Day on October 10.[24] President Lai Ching-te is expected to use his National Day address to speak on the economy, self-defense and US-China dialogue.[25]

Korean Peninsula

At the UN on October 8, South Korean Ambassador Cha Ji-hoon said a joint investigation with the UN Command found North Korean forces deliberately planted the mine that wounded three South Korean soldiers on September 21.[26] Kim Yo-jong, the North Korean leader’s sister, called Seoul’s offer of 1,431 medical items a “farce” in a state media statement on October 9.[27] State media said Pyongyang is marking the ruling party’s 81st anniversary on October 10 with concerts and exhibitions.[28]

US posture

The US Army activated its 4th Multi-Domain Task Force, nearly 2,100 soldiers with an Indo-Pacific focus, at Fort Carson, Colorado, on October 8.[29] The Missile Defense Agency awarded Raytheon a multiyear contract worth up to $6.3 billion for SM-3 Block IB interceptors, spanning five years with two option years.[30]

Domestic Affairs

South Korean President Lee Jae Myung’s approval held at 37%, while his Democratic Party fell to 35%, its lowest since he took office.[31] Defense, security and North Korea policy were the second most cited reason for disapproval, at 15%.[32] In Taiwan, former President Tsai Ing-wen said at a US forum that Taiwanese differ on future ties with China but agree on keeping the status quo.[33]

With security a drag on his ratings and Pyongyang rebuffing aid, Lee likely has little room for new outreach to the North.[34]

Statements by Military Leaders

Philippine Coast Guard Commandant Admiral Ronnie Gil Gavan said: “When a life is at stake, there should be no water cannon, no obstruction, and no delay.”[35] Colonel Hugh Jones, commander of the new task force, said: “if war comes, we must be prepared to fight and win.”[36]

Watch Lai’s October 10 address and whether Beijing answers it with drills or a surge of aircraft and ships.[37] The party anniversary on October 10 is a natural date for a parade, a weapons display or a launch from Pyongyang.[38]
