Trade Imbalances

No US trade data were released in the window, so the Census figures for January-August published on October 6 remain the latest, and Vietnam’s $163.9 billion is still the largest bilateral goods deficit.[64] The new numbers came from Beijing, where the commerce ministry said on October 13 that China’s services trade reached 5.07 trillion yuan in January-August, up 7.9% from a year earlier.[65] Services exports rose 14.8% to about 2.00 trillion yuan and imports rose 3.8% to about 3.07 trillion yuan, the ministry said.[66] That left a services deficit of 1.07 trillion yuan, smaller by 145.1 billion yuan than a year earlier, with transport exports up 28.2% and travel exports up 15.3%.[67] The mechanism is arithmetic: when exports grow almost four times as fast as imports, the gap shrinks even though both rise, by our calculation from the ministry’s growth rates.[68] The ministry gives no partner breakdown, so this report states no US-China services balance.[69]

The global picture offers context for the US gap but does not settle what drives it.[70] The WTO’s October 8 outlook, dated context, raised its 2026 forecast for world merchandise trade volume growth to 3.9% from 1.9% in March and said AI-enabling goods such as semiconductors and servers accounted for 47% of merchandise trade growth in the first half.[71] It projects North American imports to grow only 1.4% in 2026, against 9.5% for Asia, while Europe’s exports are projected to shrink 0.1%.[72] The White House economists’ October 10 report, cited in the previous edition, put the rise in US capital-goods imports at 39%, which is consistent with the WTO’s AI-goods finding, though neither source measures how much of the US deficit is AI equipment.[73]

Europe’s imbalance with China is now the sharper political problem.[74] The EU’s goods deficit with China exceeds €1 billion a day, according to a wire account of the talks, a figure this report did not check against Eurostat.[75] Hybrid cars show the flow behind it: Eurostat data cited by China’s commerce ministry put EU imports of Chinese hybrids at 107,000 in 2024 and 302,000 in 2025, almost three times as many by our arithmetic.[76] For US interests, the new figures point to Europe as the market where China’s goods surplus is drawing the strongest response this month, while the next US measure of the China balance waits for the September release on November 4.[77]

Critical Resources and Supply Chains

China’s commerce ministry on October 13 explained draft rules under which airlines, aircraft-maintenance firms and aircraft makers could export dual-use civil-aviation items, such as engines and inertial navigation units, for repair, maintenance or leasing without a licence for each shipment.[78] Exporters would register their details and receive an “export certificate” automatically, and the draft’s 22 articles also cover aviation-parts traders with average annual turnover above 2 billion yuan, according to the ministry.[79] The ministry says this is the first use of a certificate system created by China’s dual-use export control regulations, which took effect in December 2024, and that it will cut paperwork while letting regulators “stop risky exports,” in our translation.[80] The mechanism is tiered licensing: low-risk flows move faster, while post-export reporting, limits on agents and a power to revoke certificates keep the state’s hold over the items.[81]

The draft does not touch rare earths, where the dependence is unchanged.[82] USGS data, dated context, show China supplying 71% of US rare-earth compound and metal imports in 2021-24, with US net import reliance at 67% in 2025.[83] A China-economy analyst quoted in a wire account of the EU-China talks called the threat to restrict rare-earth exports Beijing’s “nuclear option,” while judging that Chinese officials “seem more inclined to cut a deal” for now.[84]

On the US side, NOAA published notice on October 13 that an application by Eco Minerals, Inc. for a deep-seabed mining exploration licence is fully compliant with the information rules of the Deep Seabed Hard Mineral Resources Act.[85] The application covers areas beyond national jurisdiction in the Pacific’s Clarion-Clipperton Zone and between Guam and Wake Island, and NOAA will take written comments until December 14 and hold a virtual hearing on November 16.[86] The notice names no minerals or tonnages, so this report does not estimate what exploration could supply, and an exploration licence does not authorise commercial recovery.[87]

Chip supply chains are also being diversified through partners.[88] In Kuala Lumpur on October 13, Commissioner Jozef Síkela said Malaysia accounts for around 13% of global semiconductor assembly, testing and packaging and more than 7% of global semiconductor trade.[89] He said Europe is supporting NXP’s almost €1 billion investment in Petaling Jaya through Global Gateway and the European Investment Bank, an investment he said would more than double production capacity at the site.[90] For US interests, the seabed route and allied chip packaging add supply over years, while the binding choke, Chinese processing licences, can be tightened by administrative notice, and no document in the window changed it.[91]

Deals, Treaties and Agreements

China’s commerce ministry gave its first detailed account of the hybrid-car understanding on October 12, saying the two sides agreed an “upward arrangement” from the 2025 base that ensures Chinese firms’ “export space and stable growth,” in our translation.[92] The ministry listed three principles: respect for the Eurostat facts; non-discrimination, under which China’s quota “will not be lower than” that of any other import source; and WTO compliance, with China reserving the right to dispute settlement and trade compensation.[93] A document seen by a financial wire service sets the EU cap at 350,000 Chinese hybrids in the first year, from as soon as December 1, rising 6% a year from the second year for four years.[94] Against the ministry’s 2025 figure, the reported first-year cap is about 16% higher, which fits Beijing’s “upward” description, by our arithmetic.[95] The EU trade commissioner’s earlier description, covered in the October 12 edition, of cutting Chinese exports “by several million cars” over four years can be squared with a cap above current imports only against a projected trend that neither side has published, so the two accounts are placed side by side here.[96]

The mechanism is a safeguard, which the bloc intends to use and which typically takes the form of a tariff-rate quota that charges duty only on imports above a set volume, according to the wire account.[97] EU ambassadors briefed on October 11 broadly welcomed the result while calling it a beginning, and the goal is for the measure to apply from December 1, the same account said.[98] A research-firm economist quoted in that account said the two sides plan further talks in January and March and that Beijing had “conceded little on the structural drivers” of the EU deficit.[99] On electric cars, the ministry said the EU will continue the price-undertaking procedures that followed the January “soft landing” of the anti-subsidy case.[100]

In North America, a NAFTA binational panel affirmed on October 5 the Commerce Department’s second remand redetermination in the countervailing-duty case on Canadian softwood lumber, a decision published in the Federal Register on October 13.[101] The case dates from a 2017 filing, so the ruling closes an old leg of the lumber dispute rather than any current USMCA talks, and the notice gives no duty rate.[102] Commerce’s US-content guidance for USMCA-qualifying metal goods from Canada and Mexico remains listed for Federal Register publication on October 14, the day after this cutoff.[103] The announced US-China truce end date of January 10, 2027 still does not appear in a US or Chinese government document opened for this edition, so the Affiliates Rule suspension remains set by its published rule to end on November 9, 2026.[104] For US interests, the EU-China terms show Beijing accepting quantity limits that it can present as growth, which is the kind of term Washington could meet in its own Board of Trade talks, while the US dates that matter this week are October 14 and November 9.[105]

Policy Economics

The Treasury’s sanctions office published in the Federal Register on October 13 a determination, issued and effective October 1, that extends Executive Order 13902 to the automotive and rail sectors of Iran’s economy, so any person found to operate in those sectors can be blocked.[106] The order reaches foreign as well as US persons, so the mechanism is secondary exposure: car-parts and rolling-stock suppliers in third countries now face designation risk, though the determination names no companies.[107] The same issue carried a Commerce preliminary finding that welded stainless steel pressure pipe from Vietnam was sold below normal value from July 2024 to June 2025, with a Vietnam-wide margin of 90.80% based on total adverse facts available.[108] Commerce also said it intends to rescind the review for seven companies, and the notice states no trade value for the product.[109] For a partner with the largest US bilateral goods deficit, a single-product margin of that size shows that trade-remedy cases, separate from headline tariffs, still set access for some goods.[110]

Energy trade carried the political message.[111] The President’s Energy Dominance Month proclamation, signed October 7 and published October 13, says the administration secured “the largest oil deal in all of human history,” giving the United States “majority control of more than 65 billion barrels of proven oil reserves in Venezuela.”[112] It also says the United States reached “record levels of liquefied natural gas exports in 2025” and that 2026 “is on pace to shatter those records,” claims this report did not check against energy statistics.[113] On October 12 the President wrote that “The European Union paid Russia 250 Billion Dollars for Energy,” in a post that gives no period or source for the figure.[114] The post came on the same day the EU’s foreign-policy chief urged Washington to enact the Graham Bill, covered in the previous edition, and it does not mention her remarks.[115] Treasury’s Russian-diesel General License 135 remains in force until April 7, 2027, and no Treasury or White House document in the window changed it.[116] The assessment is that Washington is widening trade sanctions on Iran while easing one Russian energy channel, and that the President’s post contrasts Europe’s energy payments to Russia with his own “right choice” without naming the diesel licence, with no policy document alongside it.[117]

Trade Bloc Competition and Business

The European Commission framed its October 13 Trade Policy Day around new agreements, saying 2026 has brought deals concluded or signed with Mercosur, India, Australia, Mexico and the Philippines.[118] It says some 700,000 EU companies export, supporting over 30 million European jobs, as it argues for staying open while strengthening “economic resilience.”[119] In Kuala Lumpur the same day, Commissioner Síkela pointed to the EU-Malaysia free trade agreement under negotiation as a way to unlock more trade and investment.[120] The mechanism is supply-chain diversification by treaty and finance, pairing tariff deals with project lending, while the US-led statement of October 7, signed by 14 economies including the EU, Japan, India and Mexico, works through sector platforms against “structural excess capacity.”[121] China’s commerce ministry rejected that statement on October 9 and said it would respond if economies use it to harm Chinese interests.[122] Beijing’s next showcase is the 140th Canton Fair in Guangzhou from October 15 to November 4, where Premier Li Qiang will give the keynote speech, the ministry said.[123]

Company meetings ran alongside the diplomacy.[124] In Beijing on October 12, Vice Premier He Lifeng told Apple’s executive chairman Tim Cook that China welcomes foreign technology firms deepening cooperation, and Cook said Apple is “full of confidence” in its long-term development in China, according to the official account in our translation.[125] Commerce Minister Wang Wentao told Danone’s chief executive the same day that the EU-China consultation results had “stabilised industry expectations,” and the company said it would keep increasing investment in China, the ministry said.[126] China’s passenger-car exports reached 917,000 in September, up 73.7% year on year, with new-energy vehicles at 558,000, or 60.8% of the total, according to industry-association data relayed by a metals-market service.[127] Plug-in hybrids made up 34.2% of those new-energy exports, the segment the EU cap targets, the same data show.[128] BYD shares rose as much as 2.7% in Hong Kong on Monday before falling as much as 2.5%, Renault’s chief executive called the deal a “major milestone,” and Mercedes-Benz car sales fell 8% in the third quarter, according to the wire account.[129] On October 12 the European Commission also cleared Samsung-controlled Harman’s purchase of ZF Capri, a driver-assistance business, after finding the combined firm would not be able to restrict rivals’ access to Samsung memory chips and image sensors.[130] For US interests, Europe is locking in partners and caps on Chinese cars at the same time, while US firms such as Apple keep their China ties, so Washington’s coalition on capacity does not yet include common rules on market access.[131]

Domestic Affairs

United States

Columbus Day weekend brought no new US trade proclamation, tariff order or export-control notice, and the release lists of the White House, USTR, Commerce’s export-control bureau, the Treasury and its sanctions office showed no trade item after October 10 when checked on the morning of October 13.[132] The US policy moves instead came in the October 13 Federal Register, whose Iran, Vietnam-pipe and seabed notices are covered above.[133] The proclamation’s pledge to keep “fighting to drive down the cost of the energy that fills our tanks” keeps energy prices at the centre of the President’s economic message three weeks before the November 3 mid-term elections.[134] No ruling in the Section 301 forced-labour tariff cases was found in sources checked by this cutoff, after the trade court heard arguments on September 30.[135] The next official US trade release, for September, is due on November 4.[136]

China

The aviation export draft is also a domestic legal step, and the ministry says it will revise the measures after public comment and push for them to be issued “as soon as possible.”[137] The commerce ministry described the hybrid understanding as having “strongly safeguarded the actual interests of Chinese enterprises” and avoided an escalation of China-EU trade friction, in our translation.[138] Outside the car file, the ministry’s services data show knowledge-intensive services at 53.7% of services exports in January-August, with personal, cultural and recreational services up 66%.[139]

Assessment

Assessment: the US news flow in the window was administrative, not new policy, because every trade item in the October 13 Federal Register had been filed by October 9, from the October 1 Iran determination to the October 5 lumber panel decision.[140] Assessment: Beijing is presenting the EU arrangement at home as a gain for exporters, which makes it harder for China to accept a lower cap if EU leaders push for one on October 15-16.[141]

Statements by Government Officials on Trade

United States statements come first; statements by other governments are secondary and labeled. Quotes are verbatim and attributed.

United States

  • The President wrote on October 12: “I made the right choice for the American People — ALWAYS, AMERICA FIRST!”[142]
  • Proclamation 11072, signed October 7 and published October 13, states that the administration “ended the freeze on new natural gas export terminals.”[143]
  • Ambassador Jamieson Greer said on October 7 that excess capacity “left unchecked” will “continue to cripple domestic industries, displace local production, and hinder our ability to raise the standard of living for workers and their families.”[144]
  • No statement on trade from USTR, Commerce, Treasury or the White House trade pages appeared on their release lists in the October 12-13 window.[145]

Other governments (secondary)

  • China’s commerce ministry spokesperson said on October 12: “No measure will specifically target Chinese products, still less treat Chinese enterprises in a discriminatory way,” in our translation.[146]
  • Vice Premier He Lifeng told Tim Cook on October 12 that building “a constructive strategic stability relationship based on respect, fairness and reciprocity” would give multinationals stable expectations, in our translation.[147]
  • Commissioner Jozef Síkela said on October 13: “Malaysia brings talent, industrial strength and ambition. Europe brings technology, investment and long-term partnership.”[148]
  • China’s commerce ministry spokesperson said on October 9 that China “opposes individual countries practising trade protectionism in the name of so-called ‘overcapacity’,” in our translation.[149]

What to Watch (Assessment)

  • Commerce’s US-content guidance takes effect on Federal Register publication on October 14, and the first Customs instructions will show how much metal value Canadian and Mexican exporters can credit.[150]
  • EU leaders meet on October 15-16 and could endorse, tighten or widen the hybrid safeguard, including the Franco-German call for stronger trade tools.[151]
  • The Canton Fair opens on October 15, and the premier’s keynote is the next likely venue for a Chinese statement on market access.[152]
  • Watch for a final version of China’s aviation export-certificate measures, and for any Chinese export-control notice on rare earths, since neither appeared in the window.[153]
  • Watch for a BIS notice moving the Affiliates Rule date from November 9, because none was found on October 13.[154]
  • NOAA takes comments on the Eco Minerals seabed application until December 14, with a virtual hearing on November 16.[155]
  • The September US trade release on November 4 will show whether the China deficit keeps shrinking against 2025.[156]

Trade War lenses

Analysis

Seven Trade Lenses, each rated for US advantage (1 clear disadvantage, 5 clear advantage) only where the evidence supports it. Trend is against the October 12 Trade War Update, and daily context sits on the War Room dashboard.

Deals & Agreements

The reported EU cap of 350,000 Chinese hybrids a year sits above the 302,000 imported in 2025, so the arrangement limits future growth rather than cutting today’s trade.[1] A tariff-rate quota works by charging duty only above the line, which lets Beijing call the deal growth and Brussels call it a ceiling.[2] For US interests, it shows China accepting a volume limit under WTO language to avoid new tariffs, a precedent for the $30 billion Board of Trade lists that Washington and Beijing still have to finalise.[3] The limit is that the cap figure comes from a document a wire service saw, not from a published EU text.[4]

Score 3/5Evidence confidence: MediumTrend: Stable

Imbalances & Impact

China’s services deficit narrowed by 145.1 billion yuan in January-August because exports grew almost four times as fast as imports, a shift the commerce ministry does not break down by partner.[5] On goods, the WTO’s finding that AI-enabling products made up 47% of world merchandise trade growth in the first half fits a US deficit driven partly by equipment imports, but neither source measures that share for the United States.[6] For US interests the near-term read is unchanged until the September Census release on November 4, and the counterpoint is that the WTO’s 3.9% growth figure for 2026 is a forecast, not a measured flow.[7]

Score 3/5Evidence confidence: MediumTrend: Stable

Chokepoints & Dependencies

China still supplied 71% of US rare-earth compound and metal imports in 2021-24, and nothing in the window changed the April 2025 Chinese licensing that controls that flow.[8] Beijing’s draft aviation export certificate shows the same licensing machine being tuned: it eases low-risk shipments while keeping post-export reporting and a power to revoke, so the state can loosen or tighten flows without new law.[9] For US interests, diversification is moving slowly, with Malaysia’s 13% share of chip assembly and testing and a seabed exploration licence that is years from any ore, against a licence choke that Beijing can tighten by administrative notice.[10] The counterpoint is that the aviation draft relaxes rather than restricts exports.[11]

Score 2/5Evidence confidence: MediumTrend: Stable

Negotiating Power

Assessed: Beijing gained the most leverage this week, because it traded a volume cap above current imports for avoiding new EU tariffs while the EU runs a goods deficit with China that a wire account puts above €1 billion a day.[12] Washington’s counterweight is coalition building, with 14 economies including the EU, Japan and India signing its October 7 excess-capacity statement, which Beijing says it will answer if measures follow.[13] The United States still depends on China for 71% of rare-earth imports, while China depends on the United States for $183.5 billion of January-August goods sales.[14]

Policy & Economics

Washington is tightening one sanctions programme while easing another: the Iran automotive and rail determination published on October 13 has applied since October 1, while General License 135 for Russian diesel runs to April 7, 2027.[18] The economic mechanism differs, because the Iran step raises compliance costs for third-country suppliers, while the diesel licence adds supply to a US market where fuel prices are a political issue.[19] For US interests, a 90.80% dumping margin on one Vietnamese steel product shows that trade remedies, not only headline tariffs, still decide access for the largest US deficit partner.[20] The counterpoint is that the Vietnam margin is preliminary and based on adverse facts, so it can change in the final results.[21]

Score 3/5Evidence confidence: MediumTrend: Stable

Bloc Competition

The EU is building an agreements bloc, with deals concluded or signed in 2026 with Mercosur, India, Australia, Mexico and the Philippines and an EU-Malaysia agreement under way.[22] The US is working through sector platforms with 14 partners rather than tariff-cutting treaties, and China is answering with market-access offers, from the Canton Fair to meetings with foreign chief executives.[23] For US interests, partners such as the EU and India sit in both the US capacity coalition and in their own new trade pacts, so alignment on China does not mean exclusive alignment with Washington.[24] The limit is that no share-of-world-trade figures for these groupings were opened for this edition.[25]

Score 3/5Evidence confidence: MediumTrend: Stable

Business & Markets

The September surge in Chinese car exports, set out in the business section below, shows why carmakers on both sides watch the EU cap.[26] Plug-in hybrids made up about a third of China’s new-energy car exports, so the cap touches a fast-growing export line, while a European carmaker’s chief executive called the deal a “major milestone.”[27] For US interests, Apple’s executive chairman telling Beijing the company is confident about China suggests that large US firms are keeping their China operations while Washington and Beijing negotiate.[28] The counterpoint is that the readout is China’s account, and no Apple statement on the meeting was found.[29]

Score 3/5Evidence confidence: LowTrend: Stable

Trade assessment

Who has the leverage
assessed as tilting to Beijing this week, because it set the terms of the EU car cap without new tariffs while holding the rare-earth licence lever over both the US and EU.[30]
Biggest chokepoint
Chinese rare-earth licensing, the source of 71% of US imports, with no published substitution time.[31]
Likeliest deal
EU leaders endorsing the hybrid safeguard on October 15-16 for a start as soon as December 1.[32]
Main risk
France and Germany’s push for stronger EU tools tips Brussels into wider China measures, inviting a rare-earth response that would also hit US supply chains.[33]
US interest
keeping partners inside the excess-capacity coalition while securing magnet and metal supply, and getting the January 10 truce date into a published notice before November 9.[34]
