Russian operations
OpenAI said on October 8 that it disrupted a Russia-attributed network it calls Dark Clark, which presented a fake AI persona, Mia Clark, as head of a supposed Latin American think tank and mainly aimed to damage Ukraine’s reputation there.[19] In March a fact-checking outlet reported a TikTok video falsely claiming Ecuador’s government used shell companies to recruit citizens to fight for Ukraine.[20] The network also spread fake audio of Ukraine’s consul in Ecuador insulting Ecuadorians, and in May a fake clip of a water-company employee claiming Bolivia would cut water to La Paz, which the Bolivian government denied.[21] OpenAI rated the operation 5 on its six-point scale, said its Latin American staff were not aware they worked for a Russian group, and did not tie it to a specific Russian agency.[22] The EU’s weekly review said on October 9 that pro-Kremlin outlets pushed four narratives last week, including that NATO is preparing a blockade of Kaliningrad.[23] Dated background: a September 29 analysis found a fabricated story, falsely attributed to a US political news outlet, claiming the EU rejected Armenian tomatoes, which reached 18 languages in 29 hours, although Russia, not the EU, had embargoed Armenian farm goods.[24]
Chinese operations
On October 6 a commentary from a Chinese military-affiliated outlet warned public figures who profit from mainland China while associating with Taiwan independence supporters that they would “pay a price they cannot afford.”[25] It followed Taiwanese TV host Tsai Kang-yung’s attendance at the October 4 opening of Taipei mayoral candidate Shen Po-yang’s campaign headquarters, where Tsai did not publicly endorse Shen.[26] Taiwanese national security officials told the Central News Agency that Beijing appeared to be treating the election as a national security confrontation and that the warning could intimidate entertainers and business people.[27] Separately, on October 8 the Justice Department and FBI seized two domains tied to the Microscan scanning tool and the FishHub phishing tool, which US agencies link to China-based Integrity Technology Group.[28] US authorities say FishHub victims include Taiwanese universities, and this is cyber-enabled activity rather than an influence operation as such.[29]
Iranian and other state actors
OpenAI said it also disrupted an Iranian operation that created at least seven fake journalist personas to pitch articles about the US-Iran war.[30] It identified almost 100 articles under the operation’s bylines across roughly a dozen small and medium outlets focused on international affairs and the Middle East.[31] OpenAI rated the campaign 4, said it resembled a for-hire commercial actor, and did not attribute it to a specific group.[32] The stories often drew few comments or social media reactions.[33] One publication said Russia, China and Iran are using more sophisticated AI tools against the US and other countries, a characterization we attribute.[34] Because the articles ran under bylines at real outlets, readers could cite them as independent reporting, which is why small placements matter.[35]
AI, deepfake and platform developments
A video showing Australian Prime Minister Anthony Albanese collapsing off a stage is AI-generated, a UK fact-checker found on October 8.[36] The clip carries a Grok Imagine watermark, and a note on the original X post says it was made with that tool.[37] Its source account was labeled parody, but other users shared it as genuine, and the scene appears to be lifted from Albanese’s October 5 arrival in Fiji.[38] OpenAI called Dark Clark “the most complex attempt to run a front identity that we’ve disrupted over the past two and a half years.”[39] One publication said AI tools are far more sophisticated and widely available now than in the 2024 US election cycle.[40] Microsoft’s policy blog listed no new influence-operation report through October 8.[41]
US and allied countermeasures
Court-authorized seizures of the Microscan and FishHub domains were granted in the Western District of Pennsylvania and unsealed on October 8.[42] The same day CISA, the FBI and the NSA issued a joint advisory with international partners on activity observed in North America, Southeast Asia and Africa.[43] The US sanctioned the firm last year, and in 2024 the government took action against a botnet it said the firm was behind.[44] OpenAI’s takedown of two networks is the main platform action in the window.[45] Allied public rebuttal also continued, since the EU review published findings on October 9 and a UK fact-checker did so on October 8 and 9.[46] The actions hit infrastructure, accounts and narratives on separate tracks, and none removes the human networks behind them.[47]
Fact-checks of viral claims
False: a video claiming to show a major strike on an oil facility in Israel is a fire at a market in Ajman, UAE, from August 2020, flipped horizontally.[48] The fact-checker found no credible report of further strikes on the Haifa refinery since Iranian missiles damaged it in March.[49] Missing context: a clip of mourners scattering when a siren sounds, shared as filmed in Gaza, was filmed in March 2020, reportedly in Jordan.[50] No evidence: a post claiming UK Prime Minister Andy Burnham will set up an “Emergency Register” to recruit civilians to fight has no support, and the Ministry of Defence said there is no such policy; a Liberal Democrat proposal for a voluntary reserve is not government policy.[51] Fake: a screenshot of an X post in which Elon Musk says he has a “plan” about Democrats winning the midterms has no trace on his account, and the earliest version found dates to August 2025.[52] Context correction: widely shared Gaza satellite images were not new, since Google said they had been available since June, and commercial imagery shows demolitions continuing through September.[53]
Domestic Affairs
One advocacy publication said on October 4 that the US administration has dismantled or defunded federal bodies that identified election influence campaigns, and it described the Foreign Malign Influence Center as shuttered.[54] That characterization is contested political commentary, and we found no official US document either confirming or rebutting it in this window.[55] In a dated court ruling, a federal judge in Minnesota on December 2, 2025 denied X Corp.’s motion over the state’s election deepfake law, which applies only to deepfakes spread with intent to injure a candidate or influence an election, and dismissed its Section 230 claim without prejudice for lack of standing.[56] The Minnesota case shows the state-level route in practice, and we found no federal deepfake statute in the sources opened.[57] With the midterms approaching, this window’s disclosures came from a company and researchers rather than from a US attribution we could open.[58]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The EU review said on October 9 that Russian President Vladimir Putin’s claim that Russian forces never first struck Ukrainian civilian infrastructure is false and was amplified by Kremlin-aligned outlets.[59] It lists documented attacks, including the March 2022 Mariupol theatre strike, the Kramatorsk station strike that killed 60, the Kremenchuk mall strike that killed 21 and the Dnipro apartment strike that killed 46.[60] Status: documented by independent investigations, according to the EU review; no court finding is cited for these events.[61] The October 5 review said Russia’s foreign minister used the UN General Assembly to demand a “proper investigation” into Bucha, and that pro-Kremlin outlets falsely claim Kyiv falsified the victim list, though Bucha is extensively documented by independent investigations.[62] The review also says outlets accuse Ukraine of child trafficking, while the International Criminal Court has issued arrest warrants for Putin and Maria Lvova-Belova over alleged unlawful deportation of Ukrainian children.[63] The pattern is denial and blame-reversal about alleged atrocities, and this update treats Russian denials as unverified claims.[64]

Chris Butera, identified in the CISA release as Acting Executive Assistant Director for Cybersecurity, said, “Chinese government-affiliated actors continue to position themselves within critical infrastructure networks, including operational technology (OT) systems, with the aim of disrupting critical functions at a future time of their choosing.”[65]
Companies
OpenAI said the Social Research Center operation was “the most complex attempt to run a front identity that we’ve disrupted over the past two and a half years.”[66]
Other state-linked voices
A commentary from a Chinese military-affiliated outlet said no one is “allowed to sit on the fence” on Taiwan independence, a claim we attribute and do not endorse.[67]
What to Watch (Assessment)
Watch whether the State Department or ODNI publishes an attribution before the midterms, since none was found this window.[68] A regional outlet reported that France’s VIGINUM linked a Chinese state-broadcaster-linked network to AI-generated French-language content, and we could not find VIGINUM’s own publication, so we treat it as unverified.[69] Taiwan’s local election campaign will test whether military-affiliated media warnings recur.[70] The next weekly EU review and further company threat reports will show whether the Latin American and Armenian operations continue.[71]

Geography
The disclosed operations aimed at audiences far from their sponsors: Latin America for the Russian network, Western news readers for the Iranian one, and Taiwan’s voters for Chinese military-affiliated media (see the three state-actor sections).[1] Dated background from Armenia shows the same reach into Russia’s neighbors.[2]
Military
A military-affiliated Chinese outlet’s warning to a Taiwanese entertainer shows armed-forces media joining election pressure, which Taiwanese officials say goes beyond earlier cases.[3] US seizures of Chinese-linked scanning and phishing tools show law enforcement striking the infrastructure that enables intrusion, not only the actors.[4]
Alliances
The October 8 advisory was issued with international partners, which suggests attribution of cyber-enabled activity is being shared across allies.[5] An EU review, a UK fact-checker and a US company reached overlapping findings on recycled war narratives in the same week, which strengthens each finding.[6]
Economics
OpenAI said the Iranian campaign resembled a commercial actor running a for-hire campaign, a model that lets any buyer rent deniable reach without building a network.[7] The Armenian tomato hoax was timed to real farmer protests during a Russian embargo, showing how influence work exploits live economic grievances.[8]
Technology
AI-written personas, synthetic audio and a platform’s own video tool now cost little, and each produced a verifiable fake this week.[9] Detection still depends on human checks such as watermarks, footage matching and denials, as the debunks below show.[10]
Power
For US interests, the exposure is the integrity of the US information space before the November midterms, where one publication says AI-enabled foreign operations are expanding.[11] This window’s public record shows US action on infrastructure and company takedowns, but no State Department or ODNI attribution we could open, so detection leans on private actors.[12]
