Eastern front (Donetsk, Lyman, Borova)

Russian strikes on Ukrainian cities and energy

A Russian drone struck the roadway of Kyiv’s Northern Bridge across the Dnipro River on the morning of October 4, injuring two people, according to the mayor.[48] One of the injured was hospitalized and the other was treated at the scene.[49] A separate strike damaged a heating main and temporarily cut hot water to parts of Kyiv’s Desnianskyi district.[50] Video of the October 4 strike shows cars moving on the bridge as a drone crashes into it and explodes.[51] Other footage shows a gaping hole in the middle of a traffic lane on the Northern Bridge.[52] Both struck bridges are still standing, but damage and traffic restrictions have caused gridlock in parts of the capital.[53] Officials are planning temporary pontoon bridges, ferry services and even a tunnel under the river to keep Kyiv connected.[54] The Kyiv City Military Administration announced new restrictions on movement across the city’s bridges during air-raid alerts.[55] Russian forces struck the Northern and Southern bridges in Kyiv a total of seven times between October 1 and 4.[56]

An aviation expert said destroying a bridge with a 50-kilogram explosive charge is practically impossible and compared the strikes to mosquito bites.[57] The same expert said the strikes are more likely meant to disrupt traffic and logistics and to pressure Kyiv residents psychologically.[58] Presidential adviser on defense technologies Serhiy Beskrestnov said on October 3 that Russian forces used one or more mesh-network repeaters that let drone operators adjust a drone’s course during strikes on Kyiv’s bridges.[59] He said Russian forces used a similar device in the failed September 4 assassination attempt on Security Service of Ukraine head Oleksandr Poklad.[60]

Russia launched 135 attack drones overnight into October 4, 52 of them jet-powered, according to the Ukrainian Air Force.[61] Ukrainian air defenses downed 125 targets, including 123 Shahed-type, Gerbera and other drones and two Banderol loitering munitions, with strikes recorded at five locations.[62] Russia had launched 157 drones overnight into October 3, 45 of them jet-powered, and the Air Force said 131 were downed and drones hit 12 locations.[63] Zelensky said fighter aircraft such as F-16s and MiGs have been downing around 60 percent of Russian jet-powered drones but that stocks of 20 mm ammunition for the planes are running low.[64] He said tests of two of five new interceptor-drone models showed a modest success rate of around 30 percent.[65] Ukraine and Germany are jointly developing the Bars jet-drone interceptor, which has the highest interception rate of available systems at around 30 percent, Zelensky reported.[66] The United Nations human rights chief said on October 2 that the UN had confirmed at least 15,280 civilian deaths and injuries in Ukraine in the first eight months of 2026, a 55 percent rise on the same period of 2025.[67]

At least three people were killed and 16 injured in Russian attacks on Sumy Oblast, local authorities said.[68] A drone attack on a warehouse storing medical supplies in Sumy killed a 52-year-old employee and injured three others.[69] Glide-bomb attacks on Sumy and the surrounding area injured 13 people, including a child, and damaged apartment buildings, homes and vehicles.[70] Another account said five people were injured when a glide bomb struck a residential building in the Sumy region.[71] A strike on a communications facility in Dnipro injured six people, Zelensky said.[72] In Dnipropetrovsk Oblast, Russian forces carried out more than 50 attacks and three people were injured, including two in a strike on food warehouses in Pavlohrad that caused a fire.[73]

A Russian drone struck an energy facility in Poltava Oblast on October 4, leaving around 22,000 consumers without electricity, the regional governor said.[74] Two days earlier another Russian drone hit an energy facility in the region’s Lubny district, leaving around 6,000 consumers without power.[75] Russian forces began a winter 2026-2027 strike campaign against Ukrainian energy infrastructure in late September ahead of the heating season.[76] Ukrainian officials warn that Russia has stockpiled hundreds of ballistic missiles ahead of an expected winter onslaught against electricity and water infrastructure.[77]

The Russian Defense Ministry said on October 4 that strikes on military and defense-industry facilities and related infrastructure in Kyiv and other regions will be intensified.[78] The ministry said Zelensky bears “full personal and political responsibility” for the escalation.[79] It framed the strikes as a response to attempts to disrupt the St Petersburg International Economic Forum and the State Duma elections.[80] The ministry alleged that Ukrainian strikes on precinct election commissions killed six civilians during the Duma elections.[81] Russia has repeatedly accused Ukrainian forces of targeting electoral infrastructure in September but has not provided supporting evidence.[82] Ukrainian strikes on Moscow on September 19 and 20 targeted oil refineries and warehouses.[83] The ministry also alleged that Ukrainian forces carried out a deliberate strike on residential areas of Belgorod overnight, killing and wounding civilians.[84] On October 3 the Russian Foreign Ministry again warned foreign nationals, including diplomatic staff, against staying in or traveling to Ukraine.[85] The ministry said Russian forces will continue systematic strikes on military facilities in Kyiv and other cities in response to what it called terrorist actions by Ukraine.[86] German Chancellor Friedrich Merz said he did not know whether Moscow’s warnings were linked to his visit and that they would not affect his travel plans.[87]

Five Russian drones, including Banderol loitering munitions, crashed in Moldova on the morning of October 3, more than in the last such incident.[88] Moldovan President Maia Sandu said five Russian “air attack weapons” had violated the country’s airspace and crashed.[89] Defense Minister Anatolie Nosatii instead described the incidents as involving three “missiles” and two drones.[90] Debris was reported in the Causeni, Hincesti, Anenii Noi and Stefan Voda districts and near Crocmaz, according to the Moldovan foreign ministry.[91]

Ukrainian deep strikes in Russia

The Security Service of Ukraine said on October 4 that its drones struck a Su-35 and a Su-34 and an ammunition depot at the Khanskaya airfield in Adygea overnight.[92] The agency said both aircraft carry guided aerial bombs used along the front line and against Ukrainian cities.[93] The airfield lies about 500 kilometers from Ukrainian-controlled territory.[94] The same strike was described as hitting an airfield roughly 440 kilometers from the frontline.[95]

The Ukrainian General Staff said its forces struck a Russian electronic-warfare station near Klimovo in Bryansk Oblast on October 3 or overnight into October 4.[96] Zelensky said on October 3 that Ukrainian forces struck an Iskander ballistic-missile launcher in Bryansk Oblast on October 2 or 3.[97] Ukraine’s Strategic Communications Center said a Russian strike-drone launch complex near Tsimbulova in Oryol Oblast was hit on the night of October 2 to 3.[98] Satellite fire-detection data from October 2 to 3 shows heat anomalies near Tsimbulova.[99]

The Ukrainian Defense Ministry said on October 4 that more than 51 percent of Russia’s oil-refining capacity has been disabled by Ukrainian attacks.[100] That compares with a 45 percent figure reported by Ukraine’s General Staff on September 21.[101] The ministry listed recent attacks on the Moscow, Yaroslavl, Kirishi, Perm, Ilsky, Saratov and Syzran refineries.[102] Russian President Vladimir Putin signed a decree on September 28 restricting access to data on the country’s oil refineries and energy exports.[103] The Defense Ministry said Ukraine tripled its production and procurement of long-range strike drones in 2026.[104] Zelensky said Ukraine will double down on attacks on Russian refineries in response to what he called Moscow’s new doctrine of broader strikes on civilian targets.[105] He added that Ukraine will not respond “on any civilian objects”.[106] Ukraine announced this week the first combat use of its domestically made FP-7 ballistic missile, which has a range of about 250 kilometers.[107]

Unmanned Systems Forces commander Robert Brovdi said Ukrainian forces struck 14 electrical substations in occupied Donetsk Oblast between 20 and 70 kilometers from the frontline since September 24.[108] Brovdi said six substations were struck in occupied Zaporizhia Oblast and five in occupied Luhansk Oblast over the same period.[109] He said 17 substations in occupied Crimea and one in occupied Kherson Oblast were hit, between 110 and 215 kilometers from the frontline.[110] He also said a substation in occupied Nova Tarasivka in Kharkiv Oblast was hit on an unspecified date.[111]

A local newspaper in Tula Oblast confirmed on October 3 that Russian veteran Roman Syromyatnikov died in Novomoskovsk but did not state the cause.[112] A Russian insider source said unidentified actors placed an explosive device under his car and that the blast killed him.[113] Ukrainian prosecutors charged Syromyatnikov in 2025 over the torture of Ukrainian prisoners of war at a penal colony in Tula Oblast.[114]

Force generation and the Russian home front

The Russian military very likely reorganized its 4th Separate Motorized Rifle Brigade into the 84th Motorized Rifle Division.[115] The brigade’s official Telegram channel rebranded itself as the 84th Motorized Rifle Division in late September or early October, and the Russian Defense Ministry had not officially commented as of October 4.[116] The new division is described as the twelfth Russian brigade converted into a maneuver division since 2022 and the first division-level formation under the 3rd Combined Arms Army.[117] It is one of the main Russian fighting forces at Kostyantynivka.[118]

Three to four battalions and up to four to five regiments of Russian territorial-defense and mobilization reserves are likely active in the Borova and Lyman directions, the Ukrainian military observer assessed.[119] Zelensky warned about a week before October 4 that Moscow is preparing to recruit another 10,000 North Korean military personnel.[120] Zelensky said on October 4 that Russia has transferred jet-powered drone technology to North Korea, answering “Yes, of course” when asked.[121]

Zelensky said Russian monthly casualties have risen from 30,000-32,000 to about 42,000 over the past two to three months.[122] NATO’s secretary general cited figures showing that more than 40,000 Russian troops are killed or seriously wounded in Ukraine each month.[123]

Russia’s wealthiest citizens have contributed 471 billion rubles to the 2026 state budget as “voluntary receipts”, over 1 percent of state spending.[124] Russia’s 2026 budget deficit is projected at 3.2 percent of GDP, twice the 1.6 percent target.[125] The Communist Party said Russian authorities detained at least 65 people at an authorized rally in Moscow marking the 1993 Black October anniversary.[126] Police began detaining participants after they started chanting “down with the Tsar”.[127]

US, NATO and Western aid and sanctions

Germany announced a package worth more than €1.3 billion for Ukraine on October 4, including €1 billion in military aid and funding for interceptor drones.[128] The package includes “thousands” of missiles for IRIS-T air-defense systems and additional IRIS-T fire units.[129] About €350 million is earmarked for repairing and rebuilding destroyed Ukrainian power stations.[130] The €1 billion for military measures is to be released from already approved budget funds.[131] German officials said executives traveling with the chancellor signed 14 agreements worth roughly €6.6 billion, including deals with Diehl Defence for IRIS-T missiles, Hensoldt for radar and Quantum Systems for jet-drone interceptors.[132] Zelensky said the total value of the day’s agreements exceeded €8.5 billion.[133] The wider German deal also involves jointly developing and producing weapons with a range of more than 600 miles for strikes deep inside Russia.[134]

NATO’s secretary general said on September 29 that partner contributions to the Prioritized Ukraine Requirements List have reached $10 billion.[135] He urged allies on September 30 to send or sell Patriot missiles nearing the end of their service life to Ukraine.[136] He said on October 1 that NATO’s message is to “keep calm, carry on, and continue the support for Ukraine”.[137]

US Energy Secretary Chris Wright said on October 4 that the administration does not rule out a decision on secondary sanctions against Russia’s trade partners by October 18.[138] President Donald Trump signed legislation on September 18 that allows 100 percent tariffs on countries that are major purchasers of Russian oil and gas.[139] The European Union is preparing a sanctions proposal to list a further 827 entities and 744 individuals linked to Russia’s arms industry.[140] The proposal contains no sectoral measures and is due to be considered by foreign ministers on October 12.[141] President Donald Trump urged Ukraine last month to refrain from hitting Russian oil installations, saying the strikes were pushing global diesel prices up.[142] Zelensky urged partners to increase sanctions pressure on Russia’s missile production sites.[143]

Diplomacy

Zelensky said on October 4 that the United States is proposing a technical-level trilateral meeting with Ukraine and Russia by the end of October.[144] He said he spoke with the US negotiating team on October 3 and that Ukraine is ready to take part.[145] Ukraine is open to the United Arab Emirates or another country proposed by the US and will wait for Russia’s response, Zelensky said.[146] Zelensky also said US envoy Steve Witkoff had messaged him urging a return to trilateral talks as soon as possible.[147] An exact date and location for the technical-level talks had not been set, he said in an interview on October 3.[148]

The coming talks are expected to take up an energy initiative and a possible reopening of the Black Sea grain corridor.[149] Ukraine has said it will agree to an energy ceasefire only if Russia also suspends attacks, and Moscow has shown no sign of pausing strikes on the power grid.[150] Zelensky said he had received no indication from Russia that Putin is interested in peace talks or a ceasefire on energy infrastructure.[151]

Merz appealed to Putin on October 4 to “stop this senseless war”.[152] He added: “We can talk, but only when the weapons fall silent”.[153] US talks with Russia on ending the war have expanded to include a multibillion-dollar sale of Lukoil’s oil fields, refineries and gas stations, which would benefit businessmen tied to US envoys Steve Witkoff and Jared Kushner.[154] Putin raised the deal with Witkoff and Kushner at a September 5 meeting in the Kremlin, according to people familiar with the meeting.[155] Zelensky urged Washington not to normalize relations with Russia before a return to peace.[156]

Statements by Military Leaders

On October 4 the Russian Defense Ministry said that Russian forces will step up strikes on military and defense-industry facilities and related infrastructure in Kyiv and other Ukrainian regions.[157] In the same statement the ministry said “the Ukrainian population should blame only the head of the Kyiv regime”.[158] In its October 4 operational summary the ministry said assault groups of the 51st Army advanced in northern and central Dobropillya and that marines finished clearing residential areas in the east of the city.[159] In the same summary the ministry said Battlegroup North is tightening an encirclement northeast of Kharkiv and is fighting near Prikolotnoye and Annopolye.[160]

Ukrainian Defense Minister Yevhen Khmara said on October 4 that “fifty-one percent of the damaged oil refining capacity is a significant blow to the enemy’s economy”.[161] Khmara said the result came from “carefully planned, systematic, and comprehensive actions aimed at crippling the Russian war machine”.[162] Unmanned Systems Forces commander Robert Brovdi said Ukrainian forces struck 14 substations in occupied Donetsk Oblast and 17 in occupied Crimea since September 24.[163] The Ukrainian General Staff said Ukrainian forces struck a Russian Buk-M3 system near Kuroshany on October 3 or overnight into October 4.[164] The Security Service of Ukraine said both aircraft hit at Khanskaya were carriers of guided aerial bombs.[165] A Ukrainian brigade in the Pokrovsk direction said Russian troops make 70 to 80 infiltration attempts a day in its sector.[166]

What to Watch (Assessment)

Whether Russia follows its October 4 announcement with new strikes on Kyiv’s bridges, energy and other infrastructure is the main near-term indicator, since the ministry said strikes will be intensified.[175]

Ukrainian follow-through on the pledge to double down on refineries, and any Russian reaction, will show whether the exchange of infrastructure strikes widens.[176]

A Russian reply on the proposed trilateral meeting before the end of October, and on any energy-strike pause, is the key diplomatic signal.[177]

Independent evidence such as geolocated footage will be needed to confirm the reported Ukrainian gains around Lyman and Borova, which currently rest on one observer.[178]

The second half of October is when Ukraine expects its first shipment of small, cheap air-defense missiles able to hit jet-powered drones, which may change interception rates.[179]
