The Philippine Coast Guard said Chinese vessels obstructed a law-enforcement operation against a foreign fishing vessel suspected of dynamite fishing near Pag-asa Island on October 4.[14] An interagency team from the coast guard, navy and national police maritime group left Pag-asa at 0950H after personnel reported blast fishing near Sandy Cays 2 and 3, about three nautical miles west of the island.[15] China Coast Guard vessels 5102 and 21581 moved into the team’s path within minutes, sounding horns and radio-challenging it inside waters Manila calls its territorial sea, the coast guard said.[16] Vessel 21581 later shadowed and blocked the Philippine boats and at one point came within about 10 yards of response boat HSRB-019, the coast guard said.[17] At 1013H a People’s Liberation Army Navy helicopter with tail number 09 circled over the team four times, the coast guard said.[18] The fishing vessel ignored stop orders and sailed southwest toward Subi Reef, and the Philippine team ended the chase at 1023H for safety reasons, returning to Pag-asa at 1048H.[19] The coast guard said the China Coast Guard has no law enforcement authority in Pag-asa’s territorial sea and that its actions made it easier for a suspected violator to escape.[20] It called the navy helicopter’s presence an “unnecessary act of intimidation” and said any Chinese claim to have expelled Philippine vessels was false.[21] The coast guard said the incident would be documented and referred through the Department of Foreign Affairs for action through existing channels.[22] The Chinese Embassy in Manila had not immediately responded to a request for comment on the weekend incidents.[23]

Separately, the Armed Forces of the Philippines said on Sunday and again on Monday that a Chinese J-16 fighter repeatedly approached a Philippine Air Force C-208 over Bajo de Masinloc on October 3.[24] The armed forces said the C-208 encountered two Chinese military aircraft, including the J-16, during a routine maritime patrol.[25] It said the J-16 maneuvered ahead of and around the C-208 and positioned itself in the aircraft’s wake, posing an aviation safety risk.[26] The armed forces said the C-208 completed its patrol, no one was hurt, and the encounter fit a “recurring pattern of unsafe and coercive behavior”.[27] On Monday the armed forces said it would continue routine maritime and air patrols in the West Philippine Sea while prioritizing crew safety.[28]

China’s Southern Theater Command answered the air encounter on October 5, saying a Philippine C-208 “illegally intruded” into territorial airspace over Huangyan Dao without Chinese approval on Saturday.[29] Spokesperson Zhai Shichen said theater naval and air forces tracked and monitored the Philippine aircraft and issued warnings to expel it.[30] Zhai said Huangyan Dao is China’s “inherent territory” and that the Philippine actions seriously violate Chinese sovereignty and are “highly likely” to cause unintended maritime and air incidents.[31] He “sternly” warned the Philippine side to stop rights violations and provocative acts immediately and said theater forces remain on high alert.[32]

East China Sea, Japan and South Korea

Japan Coast Guard patrol vessels confirmed four China Coast Guard ships in the contiguous zone outside the Senkaku Islands’ territorial waters on October 5, the 58th consecutive day of Chinese official vessels near the islands.[33] The 11th regional headquarters identified the ships as Haijing 2301, 2304, 2308 and 2501 and said all carried autocannon.[34] At 9 am local time, Haijing 2301 and 2304 were about 38 to 39 kilometers southeast of Taisho Island sailing northeast, while 2308 and 2501 were about 35 kilometers west of Uotsuri Island sailing north, the coast guard said.[35] By 3 p.m. the four ships had shifted to positions northeast, northwest and north-northwest of the islands while still outside territorial waters, the coast guard said.[36] The headquarters said it was continuing tense monitoring to prevent any intrusion into Japanese territorial waters.[37]

Okinawa prefectural police on October 5 referred US Marine Lance Corporal Devin Jacob Ballard, 20, to prosecutors on suspicion of robbing and murdering Anna Yagi, 39, at a Naha hotel.[38] Police said Yagi was found dead early on October 3 and that Ballard, stationed at Marine Corps Air Station Futenma, denied the allegations.[39] Police said they recovered Yagi’s backpack near the hotel with her wallet still inside and that surveillance video showed a person entering with her and later leaving with items.[40] The III Marine Expeditionary Force confirmed on Monday that Ballard is the service member arrested Sunday and said it would not release further personal details to protect the investigation.[41] Force spokesman 1st Lt Tyler N Thomas said all US service members in Japan are subject to strict off-duty conduct and liberty guidelines and that there were no announcements of liberty-policy changes.[42] Prime Minister Sanae Takaichi told parliament on October 5 that the alleged robbery-murder was a “heinous crime” that is “extremely regrettable” and urged Washington to fully cooperate and enforce strict discipline.[43] Chief Cabinet Secretary Minoru Kihara said Japan and the United States would work together to thoroughly prevent a recurrence.[44] Okinawa Governor Genta Koja summoned Japanese and US officials on Monday, protesting to Lt Gen Benjamin Watson, the US military’s Okinawa area coordinator, and to the US consul general’s principal officer.[45] Koja told reporters the incident is heinous and cannot be overlooked and said he would go to Tokyo this week to lodge a strong protest with the national government.[46] Koja also called for a review of the bilateral Status of Forces Agreement in talks with Japanese defense and foreign ministry officials.[47] Foreign Minister Toshimitsu Motegi on Sunday summoned US Ambassador George Glass and lodged a “strong protest”, while Defense Minister Shinjiro Koizumi protested to Lt Gen Stephen Jost, commander of US Forces Japan.[48] Glass vowed full US cooperation with Japanese authorities and said Washington would do everything it could to prevent similar cases, the Japanese Foreign Ministry said.[49] About 100 people protested in Naha and Tokyo after news of the arrest, and longtime Okinawa residents told interviewers the case reignited decades of frustration over crimes involving US personnel.[50] Okinawa Prefectural Government figures cited in coverage put arrests for criminal offenses related to US military personnel since 1972 at 6,409.[51]

North Korea

South Korea’s Joint Chiefs of Staff said North Korea fired a ballistic missile toward the East Sea from the Wonsan area early on October 3 and that it flew more than 700 kilometers.[52] Japan’s Defense Ministry estimated the missile flew about 680 kilometers, reached a maximum altitude of about 90 kilometers, and landed outside Japan’s exclusive economic zone.[53] North Korean state media said the dawn drill trained units of a “hypersonic strategic weapon system” and that the missile hit a target 1,000 kilometers away.[54] Kim Jong Un oversaw the launch with his daughter Ju Ae and wife Ri Sol Ju, state media photos showed.[55] Kim said the launch was meant to make the enemy repeatedly recognize the “reliability and fatality” of North Korea’s strategic offensive means.[56] Kim Yo Jong said an intermediate-range strategic missile was used and claimed South Korean and Japanese tracking failed after the missile’s first skip points.[57] She said the missile could change its flight orbit at low altitude and that artificial intelligence had been introduced into it.[58] South Korea’s defense ministry said on October 4 that the missile was within the range of detection and interception by South Korean and US assets and called the launch a violation of UN Security Council resolutions.[59] The US military said the launch posed no immediate threat to US personnel or territory, or to allies, and that it was consulting closely with partners.[60] South Korean, US and Japanese officials held telephone consultations after the launch, with Seoul’s Baek Yong-jin speaking to US Deputy Assistant Secretary of State David Wilezol and Japanese official Takashi Ariyoshi.[61] Despite the relatively short measured flight, South Korea’s military did not classify the weapon as a short-range ballistic missile, raising the possibility that Pyongyang shortened the trajectory of a medium-range system.[62] Experts raised the possibility that the missile was a Hwasong-16 Na hypersonic medium-range ballistic missile, given state media’s description of low-altitude maneuvering.[63] The launch was North Korea’s 15th ballistic missile launch event of 2026 and came 13 days after its previous firing, according to a regional tally.[64]

Myanmar and Other Active Armed Conflicts

Spokespeople for the Arakan Army and the Ponnagyun Youth Association said a Myanmar military airstrike hit a displacement camp in Ponnagyun Township around 5 p.m. on October 4, killing six people and injuring 11.[65] Both groups said another airstrike hit a second camp in the same township on the morning of October 5, killing two people and injuring two others.[66] Together the two days’ strikes killed eight people, the groups said.[67] Ponnagyun Youth Association spokesperson Kyaw Win Tun said “Everyone there is a displaced civilian,” referring to inhabitants of both camps.[68] A Myanmar government spokesperson did not immediately comment on the airstrikes.[69] The military government has previously said it “exercises maximum restraint to avoid civilian harm”.[70] Independent verification of the casualty figures and strike details was not available.[71]

A Rakhine-aligned outlet said five more injured civilians from the Sunday evening Yoe Ngu Byarla camp strike later died in treatment, raising that strike’s death toll from six to 11.[72] That account named several of the dead, including U Thun Win, 61, and U Thun Sein Maung, 58, and said two injured people remained in care.[73] A week earlier, military airstrikes near a market in Kyauktaw killed 50 people and wounded at least 58, drawing international condemnation.[74] Rakhine remains a key battleground, with the Arakan Army controlling much of the coastal state and the military pushing to regain territory.[75]

India-Pakistan and India-China Borders

Pakistan’s Foreign Office said it summoned India’s chargé d’affaires on October 3 to protest the killing of two unarmed Pakistani civilians by Indian Border Security Force personnel near Kasur on October 2.[76] The Foreign Office said the dead were Azmat Rasool and Mohsin Jutt of Ladhar village and that a third civilian was wounded.[77] Pakistan rejected any description of the dead as infiltrators and demanded an immediate, transparent investigation.[78] India’s foreign ministry said it had summoned Pakistan’s chargé d’affaires to protest “continued facilitation of illegal cross-border infiltration from Pakistan”.[79] External Affairs Minister Jaishankar met Admiral Samuel Paparo, commander of US Indo-Pacific Command, in New Delhi on October 4.[80] Jaishankar said on X that they discussed advancing the security partnership and maritime cooperation in the Indo-Pacific.[81] US Ambassador to India Sergio Gor also attended the meeting, the report said.[82] Paparo’s visit is scheduled to run from October 3 to 8 as Washington seeks to deepen military-to-military cooperation with New Delhi.[83] During the visit Paparo is expected to hold talks with Indian military and government officials on digital transformation, emerging technologies, regional strategic stability and defence energy resilience.[84] No India-China border clash was reported in the coverage window, and the August 25 special representatives’ consensus on new commander meeting points and hotlines remained the latest publicly documented border mechanism update.[85]
