Horn of Africa: Ethiopia and Eritrea

Federal forces and an allied militia moved into Adwa on Sunday, October 11, a day after Tigray People’s Liberation Front fighters pulled out of the northwestern town, residents said.[37] One resident said shops were closed and that government institutions, including Adwa Hospital, had been looted overnight.[38] Another said troops were deployed in the town but had not yet reached its centre.[39] The TPLF’s vice president, Amanuel Assefa, declined to comment.[40]

Civilian traffic to the regional capital resumed on the same day, when Ethiopian Airlines restarted flights from Addis Ababa to Mekelle for the first time since rebels seized the airport on September 23.[41] Getachew Reda, the former Tigray leader who now advises Prime Minister Abiy Ahmed, arrived with intelligence chief Redwan Hussein and promised supporters “visible change, a change beyond mere hope.”[42] In a separate interview that Sunday, Getachew declared the war over and said Tigray would stay under a federal command post for six months while security is restored and elections are prepared.[43] TPLF leaders have rejected the claim that the conflict has ended.[44]

The government-allied Tigray Peace Force said on Monday that five colonels from TPLF-aligned forces, including a deputy army commander and the commander and commissar of a corps, had surrendered near Enticho in northern Tigray.[45] The group gave no total for the fighters involved, and the officers’ identities and custody have not been independently verified.[46]

The interstate track moved to New York, where Security Council members were due to meet in closed consultations on Tuesday morning at Washington’s request, with Assistant Secretary-General Martin Kimani expected to brief.[47] It is the second such session in two weeks, after France requested one on September 30.[48] Asmara’s October 10 reply to Ethiopia’s self-defence letter, circulated as S/2026/798, cited a September 27 remark by Ethiopia’s deputy chief of staff, General Abebaw Tadesse, that Mekelle was a “stop-over” toward invading Eritrea.[49] Several members may ask for details of the reported Eritrean presence and of the measures Ethiopia says it is taking in self-defence.[50] Some may favour a press statement, while others may prefer to leave mediation to the African Union and the Pretoria framework.[51]

An October 12 conflict-prevention analysis said Eritrea appears to have pulled its troops back toward the border after the federal advance and the reported drone strikes on its vehicles.[52] The same analysis judged that Sudan’s army and Egypt look primed to support Eritrea, and that the UAE could be expected to send Ethiopia more arms, if war breaks out.[53] The UAE condemned the TPLF-led offensive on September 25 and reaffirmed support for Ethiopia’s sovereignty.[54] Saudi Arabia had not publicly stated a position on the renewed fighting, although it has tried to mediate between Ethiopia and Eritrea before.[55]

The humanitarian strain extends to refugees already in Ethiopia.[56] UN refugee chief Barham Salih said on Monday that registration had been suspended for tens of thousands of refugees from Eritrea and South Sudan as the agency cuts operations.[57] The agency had received about $3 billion of the $8.5 billion it needs for 2026, roughly 35 percent.[58]

Sudan

The deaths of gold miners near the Egyptian border became a state-to-state issue on Monday, October 12, when army chief and Sovereignty Council head Abdel Fattah al-Burhan ordered a fact-finding committee of prosecutors, judicial officials and security representatives.[59] Casualty counts still diverge sharply, with the Sudan Doctors Network reporting 13 dead and 28 injured and Emergency Lawyers putting the number of miners killed at no fewer than 72.[60] Emergency Lawyers located the October 10 strike at Jabal al-Uqaydat and blamed Egyptian aircraft, an accusation that has not been independently verified.[61] A witness at the mine described a plane carrying out several strikes that morning.[62]

Egypt’s armed forces said late on Monday that soldiers and civilian police were continuing the third phase of a campaign against unauthorised gold prospecting in the Eastern Desert, begun after warning leaflets were dropped.[63] The statement did not directly address the allegation that Egyptian aircraft struck miners inside Sudan.[64] Earlier phases of the campaign began on June 22 and August 2.[65] A June strike reportedly carried out by Egypt killed 23 workers at the same informal mine, and Cairo did not claim responsibility then either.[66] Foreign Ministers Badr Abdelatty and Mohieddin Salem spoke by phone the same day and reaffirmed respect for each other’s sovereignty and borders.[67] Burhan’s foreign-affairs adviser, Amjad Farid, called the attack an “unjustified and unacceptable crime.”[68] Separately on October 12, a gunman killed two Egyptian truck drivers and wounded a third at a market in southern Khartoum, and no link to the border strike has been established.[69]

Hunger is deepening alongside the violence.[70] The Integrated Food Security Phase Classification warned on October 12 that a severe El Niño drought and the war are pushing Greater Darfur and Greater Kordofan toward famine.[71] Surveys in two displacement camps in Eastern Jebel Marra found child acute malnutrition of 38 and 30.8 percent, above the famine threshold.[72] Drought now covers more than half the country, according to the alert.[73] More than 300,000 people have been displaced in Greater Kordofan since October 2025.[74] Less than half of Sudan’s humanitarian appeal had been funded as of October 8.[75] The civil authority in areas held by Abdelwahid El Nur’s faction of the Sudan Liberation Movement separately reported 1,852 deaths linked to acute malnutrition, a figure from a party to the conflict that has not been independently checked.[76]

On the political track, anti-war civilian groups presented a roadmap to the Quintet of the African Union, IGAD, the Arab League, the European Union and the UN as meetings opened at AU headquarters in Addis Ababa on Monday.[77] The plan calls for an immediate, unconditional humanitarian truce, a 40-member preparatory committee, sanctions on gold-linked war financiers and an arms embargo covering all of Sudan.[78] Insecurity also reached across the border, where a young Sudanese refugee was killed in Adré camp in eastern Chad on Sunday and a separate fire destroyed shelters there.[79] Gunmen killed one trader and wounded seven others east of Nyala, South Darfur, on Sunday evening, eyewitnesses said.[80]

Sahel and Nigeria

In Mali, the al-Qaeda-linked JNIM said it detonated an explosive device against a Russian Africa Corps patrol between Konna and Kontza in Mopti region on October 11.[81] The separatist FLA said it struck Malian and Russian positions near Soumpi in Timbuktu region with an FPV drone a day earlier.[82] No independent casualty figures were available for either claim.[83] Mali’s general staff, in an account relayed by a Bamako newspaper on October 12, said strikes on October 9 destroyed two vehicles 45 to 46 km southwest of Kidal that it said were preparing to attack an army convoy.[84] That claim also lacks independent confirmation.[85]

Nigeria’s army said an air strike on October 10 hit an ISWAP enclave at Badu village in Guzamala, Borno State, killing more than 40 fighters as they prepared coordinated attacks on military positions.[86] Troops also killed a suspected Lakurawa militant in Tangaza, Sokoto State, on Monday, the army said.[87] In neighbouring Kebbi, residents blocked the Jega–Kontagora highway on Saturday, October 10, to protest repeated attacks blamed on suspected Lakurawa militants that have displaced families and disrupted farming.[88] State police said officers had repelled several attacks and that an inspector was killed during operations.[89]

In Benue State, the Catholic Diocese of Gboko closed two schools, a hospital and a parish in Ihugh and withdrew its staff under a decree dated October 12, citing repeated arson and attacks, most recently a hostel fire on October 11.[90] Amnesty International Nigeria said on October 12 that gunmen operate around Kaduna’s Millennium City “with utter impunity,” noting a family abducted there on October 5.[91]

Washington’s 2026 Child Soldiers Prevention Act list names Nigeria, Somalia, Ethiopia, Sudan, South Sudan, the Democratic Republic of the Congo, Rwanda and the Central African Republic.[92] Listing can restrict military training, foreign military financing and licences for commercial arms sales unless a presidential waiver or exception applies.[93] For Nigeria, the State Department’s 2026 trafficking report cited continued recruitment and use of children by Boko Haram and ISWAP.[94] No new verified operational report on Burkina Faso or Niger appeared in the regional and outlet sources opened for this window.[95]

Somalia

Ethiopia’s Somali Regional State confirmed for the first time on Monday that troops trained by Somalia’s federal government had crossed into Ethiopia and were being handled through bilateral procedures.[96] Regional security chief Abdulkadir Rashid Duale said the soldiers reached Jigjiga in groups and were awaiting agreements between the two governments.[97] The troops have reportedly been moved to Dire Dawa, and leaders of both countries have discussed airlifting them home.[98] They were among thousands of recruits trained this year in Galgaduud for operations against al-Shabaab.[99] Hundreds reportedly crossed the border carrying weapons issued by the Somali government.[100]

In Mogadishu, the National Intelligence and Security Agency accused armed men it linked to former President Sharif Sheikh Ahmed on Sunday of trying to draw its forces into a gunfight in Wadajir district.[101] Sharif’s office rejected the charge and said some of its staff had been abducted and access to his residence restricted.[102] The People’s Power Party urged leaders to settle the dispute, which stems from the standoff over constitutional changes and the electoral model, through dialogue rather than arms.[103] The deputy foreign minister repeated Somalia’s neutrality between Ethiopia and Eritrea in a Monday interview, a position covered in the previous edition.[104]

Somalia is close to buying JF-17 fighters from Pakistan, a Turkish outlet reported without giving numbers, costs or delivery dates.[105] Earlier reports put a possible order at up to 24 Block III jets worth about $900 million.[106] The health ministry said it placed a citizen in quarantine at Forlanini Hospital in Mogadishu on October 11 after learning he had travelled with a person who later died of Ebola.[107] The ministry said the man had not been confirmed to have the disease and was under monitoring.[108]

Democratic Republic of the Congo

The Front for the Refoundation of the Nation was presented at Kabila’s residence in Goma, which M23 has held since January 2025.[109] Coalition adviser Claude Ibalanky said the front aims to coordinate “resistance forces” to end “tyranny” and would pursue that goal by all means, including force.[110] M23 military leader Sultani Makenga is one of four deputies, all drawn from the AFC-M23 alliance.[111] Another account named Corneille Nangaa, the former AFC leader, among the deputies.[112] The government made no immediate response.[113]

The launch is the clearest sign yet of Kabila’s direct role in an armed movement, a year after a military court sentenced him to death in absentia for treason.[114] He calls that case politically motivated and denies the charges.[115] The United States sanctioned him earlier this year over his alleged role in funding rebel groups.[116] One researcher said an escalation on the military front was likely.[117] Government and M23 representatives had been expected to meet for talks in Qatar in November.[118] Kinshasa, the United States and UN experts accuse Rwanda of backing M23, which Rwanda denies.[119]

The Bundibugyo Ebola outbreak reached 8,978 confirmed cases and 4,336 related deaths in the DRC as of October 11, using data through October 10.[120] On October 10 alone, 64 new cases and 21 deaths were reported, most of them in Ituri and North Kivu.[121] About 81 percent of identified contacts were under follow-up in the affected provinces.[122] In Kenya, 108 of the 122 listed contacts of the country’s first case were in quarantine without symptoms as of October 11.[123]

Other Developments

No other verified security development from Mozambique, Libya, the Central African Republic or South Sudan appeared in the sources opened for this window.[124]

Domestic Affairs

Behind the battlefield gains, Addis Ababa’s domestic message now joins the Tigray campaign to the Red Sea agenda Abiy restated when he was sworn in for a new five-year term on October 5.[125] The six-month command post that Getachew described would keep Tigray under federal military control for half a year while the dispute with Eritrea remains unresolved.[126] In Congo, Tshisekedi said in May that the elections due in 2028 may not be held because of the conflict.[127] Security forces clashed last month with protesters in Kinshasa opposing the proposed constitutional changes.[128] In Sudan, Prime Minister Kamil Idris backed the miners’ investigation on October 13 and stressed continued coordination with Cairo.[129] In Nigeria’s Kebbi State, the government accused the opposition African Democratic Congress of sponsoring political violence ahead of the 2027 governorship race, an allegation the party had not answered in the reports reviewed.[130] Kabila’s front is likely to sharpen Kinshasa’s security case for postponing elections, while Mogadishu’s Wadajir standoff ties counter-insurgency forces to political rivalry.[131]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The October 10 strike on miners remains an allegation: Emergency Lawyers attribute it to Egyptian aircraft, Egypt has not addressed the claim, and Sudan’s fact-finding committee has not reported.[132] Amnesty International Nigeria described daylight abductions around Kaduna’s Millennium City as a threat to the right to life and blamed the authorities’ failure to bring suspects to justice.[133] The Gboko diocese described the repeated burning of school hostels in Ihugh as part of “a systematic pattern of hostility and destruction” against church property.[134] The State Department’s child-soldier listing covers armed forces or government-supported groups in eight African states and is a US government designation, not a court finding.[135] The looting of Adwa Hospital reported by a resident has not been attributed to any party.[136] Kabila’s in-absentia death sentence covered war crimes and crimes against humanity as well as treason, a domestic military-court verdict that he rejects as political.[137]

Statements by Military Leaders

Egypt. The armed forces said the campaign aims to “impose full sovereignty within the borders of the Egyptian state” and urged the public not to be swayed by “misleading rumours and foreign agendas.”[138]

Sudan. Army chief al-Burhan described the miners’ deaths as a “painful incident in a border area between Sudan and Egypt.”[139]

Ethiopia (Somali Region). Security chief Duale said, “The matter is being handled by legal and diplomatic bodies from both Somalia and Ethiopia, who are working toward a formal resolution.”[140]

Tigray Peace Force. The group said the five colonels and several lower-ranking personnel are in its custody.[141]

Nigeria. The army said the Borno strike killed a prominent commander and destroyed two vehicles and about 20 motorcycles used by ISWAP’s Murabitun mobile unit.[142]

What to Watch (Assessment)

Watch whether Tuesday’s Council consultations yield a press statement or a call on both sides to respect the Charter, and whether independent observers confirm an Eritrean pullback.[143] Watch whether Sudan’s fact-finding committee publishes findings and whether Cairo addresses the aircraft allegation directly.[144] Watch Kinshasa’s response to Kabila’s front, any defections from government ranks and whether the Qatar talks survive.[145] Watch Ebola contact follow-up in Ituri, North Kivu, Kenya and Somalia.[146] Watch whether the Somali troops in Ethiopia are flown home and whether Washington waives child-soldier restrictions for Nigeria or Somalia.[147]

Seven lenses

Analysis

About the framework

A former head of state joining Congo’s main rebel alliance and Ethiopia’s push toward the Eritrean frontier set the day’s direction, while the border-mining deaths opened a new point of friction between Sudan’s army and Egypt, one of its key backers.[1]

Geography & Strategic Position

The entry into Adwa, following Adigrat, places federal forces near the Eritrean border at more than one point, a proximity one conflict-prevention analysis described as alarming.[2] The miners died in a mineral-rich frontier zone that also contains the disputed Halayeb Triangle, so the case touches sovereignty claims as well as civilian protection.[3] Launching the Congolese coalition from rebel-held Goma keeps its leadership in territory Kinshasa has been unable to retake.[4]

Military & Security

Towns in Tigray continue to change hands without reported fighting, and a claimed surrender of senior Tigrayan officers, if confirmed, would point to command erosion inside the remaining TPLF-aligned forces.[5] In Mali, claimed bomb and drone attacks on Malian and Russian units after the Kidal return show that the northern gain has not reduced their exposure in the centre and northwest.[6] Nigeria’s claimed Borno air strike, detailed in the Sahel and Nigeria section, remains an army figure without independent confirmation.[7]

Alliances & Diplomatic Networks

Washington’s request for Tuesday’s closed Security Council consultations puts the United States at the front of the multilateral response, although members may split over whether to leave mediation to the African Union.[8] Cairo and Khartoum moved within a day to keep the miners’ case from damaging their alignment, pairing an investigation in Sudan with a ministerial call on sovereignty.[9] The UAE’s open backing of Addis Ababa and Saudi Arabia’s public silence leave two Gulf channels available, but neither is visibly leading de-escalation.[10]

Economic & Industrial Power

Artisanal mining employs more than two million Sudanese and produces about 80 percent of the country’s gold, so enforcement along the Egyptian border strikes directly at a war-economy livelihood.[11] The new famine alert lands on an appeal that is less than half funded, which widens the gap between need and delivery in Darfur and Kordofan.[12] The refugee agency’s budget shortfall, noted in the Horn section, has already halted refugee registration in Ethiopia.[13]

Technology & Critical Infrastructure

Air power links the window’s strike claims, from the alleged aircraft attack on miners to Nigeria’s Borno air strike and a separatist FPV drone strike in northern Mali.[14] Disease surveillance is the other infrastructure test, as Ebola cases keep rising and a traveller was quarantined in Mogadishu after sharing a flight with a person who later died of the disease.[15] The resumption of flights to Mekelle restores a civilian air link the fighting had cut for nearly three weeks.[16]

Domestic Politics & Information

Kabila’s front turns Congo’s term-limit dispute into an armed challenge, since President Felix Tshisekedi has hinted at a third term and parliament has passed a bill that could lead to a referendum.[17] Addis Ababa is presenting the Tigray campaign as finished, while TPLF leaders reject that account.[18] In Mogadishu, armed units on both sides of the electoral dispute now face each other in Wadajir district.[19]

Strategic Leverage & Outcomes

For US interests, the visible instruments are diplomatic and legal: the Security Council session Washington requested and a child-soldier listing that can restrict training and arms sales to eight African governments, including partners against ISWAP and al-Shabaab.[20] Whether Washington applies or waives those restrictions will shape counterterrorism cooperation with Nigeria and Somalia.[21] Measured against its stated aims, Addis Ababa is retaking Tigray on the ground, but its demand for Red Sea access has drawn a joint littoral-states declaration and Eritrean charges at the UN rather than talks.[22]

Strategic assessment

Relative advantage
Ethiopian federal forces hold the initiative in Tigray as TPLF-aligned fighters withdraw from successive towns.[23]
Critical vulnerability
Sudanese civilians face strikes and a widening aid-funding gap at the same time.[24]
Decisive uncertainty
Whether Ethiopia and Eritrea step back from the frontier after the Council session or move toward direct combat.[25]
Likely trajectory
Kabila’s coalition likely raises the risk of renewed fighting in eastern Congo and clouds the planned talks in Qatar.[26]
Strategic outcome
Not yet determinable, because no source opened shows a ceasefire track gaining traction in Tigray, Sudan or eastern Congo.[27]
